INVOLVING THE CALDWELL EXECUTIVE AIRPORT MASTER PLAN AND POTENTIAL CHANGES TO THE
AIRPORT COMMISSION IN A TOWN HALL SETTING)
Mayor Wagoner called the session to order at 5:44 p.m. at the Caldwell Executive Airport in the Hubler Terminal Conference
Room (4814 East Linden Street), 0
City Council Members in attendance: Doty, Williams, Stadick, Register, and McGee. Allgood arrived at 6:17 p.m.
Sign -in Sheets: 73 persons signed in prior to the commencement of the meeting. A head count was conducted of 85 persons in
attendance.
The Mayor provided opening remarks regarding the display boards showing the Airport Master Plan conceptual drawings. He
acknowledged questions regarding proposed amendments to the City Code allowing the replacement of members on the
Airport Commission. He noted that the interview committee for the potential restructuring of the Airport Commission would
consist of two City Council Members and two representatives from the airport community. Their recommendation would move
forward to the Mayor and City Council for approval of final appointments. He noted that such amendments to the City Code
are currently being drafted by the City Attorney and would apply to all City boards and commissions.
Discussion followed with concerns expressed by those in attendance concerning the lack of communication between the airport
community, City staff, and City Council Members.
Councilman Doty clarified that City Council Members are desirous of professional opinions brought forward by the airport
community. The goal is for unity concerning the vision and future plans for the Caldwell Executive Airport.
In response to comments made about concerns expressed to airport staff, which have not been acted upon, Public Works
Director Brent Orton confirmed that comments and concerns expressed by members of the Airport Commission and/or
members of the airport community have routinely been brought forward to his office and City leadership, as needed.
Councilor Register concurred that comments from members of the airport community are welcome and helpful in making
decisions regarding the Caldwell Executive Airport.
Comments from the audience:
• The Airport Commission has taken an active role regarding the future of the airport.
• The Airport Commission should come forward with logical and constructive solutions to staff and City Council.
• Several concerns have been expressed to City staff regarding the lack of functionality of the airport management staff.
• What is the timeframe for further expansion of the airport and what will its impact upon the neighboring residential
developments?
• When will airport development include the closure of Linden Street?
• Is it possible that an underpass could be constructed for Linden Street accessible to remain accessible?
• Having a voice through involvement on a board or commission does not mean that every comment will be acted upon.
• Residences were purchased in anticipation that the airport would remain at its current size and functionality.
• Local residents are not in support of additional traffic at the airport facility.
The Mayor reported that enhancement at the Caldwell Executive Airport would be reviewed within the upcoming budget
workshops addressing landscaping design, continued maintenance of the airport facilities, and potential signage.
In response to questions regarding the future use of the Caldwell Executive Airport commercial transport services, Mr. Orton
reported that there has been no discussion with the Boise Airport concerning them relinquishing commercial service to the
Caldwell Airport. He noted that charter flights would continue to be available. There are no plans for large commercial
airplanes at the facility. The Airport Master Plan is relative to the existing businesses and boundaries. There are mandated
requirements from FAA for review and updates every five years to the Airport Master Plan. The diagrams on display this
evening are accurate. Plans for a future control tower component at the Caldwell Executive Airport would be mandated
through FAA in association with air traffic activity at the site.
Councilor Williams commented that the goal is to provide the best general aviation airport to the community. Policies and
plans are being addressed, even though not all have been disclosed. 0
Councilor Stadick commented on the need for all City -owned amenities and facilities being self-sufficient. He emphasized that
the Airport Comprehensive Plan should be actively reviewed on an ongoing basis, especially concerning the closure of Linden
Street and its impact on surrounding businesses and residences. He confirmed that there has been progress made within the
past year concerning airport matters.
The Mayor encouraged members of the community to reach out to City Council Members and staff with their comments.
The Town Hall portion of the session dismissed at 6:51 p.m. with the continuation of the open house for review of the displays
and one-on-one discussions.
