The proposed area for variance relief is adjacent to the Caldwell Feeder Canal, Caldwell Low Line, and Notus Canal and begins approximately 1,020 feet east of the intersection Homedale Road and Lake Ave and continues east approximately 1,000 feet. The applicant is proposing reducing the street section from a 24.5feet centerline to back of curb to a 15.5 feet centerline to back of curb along this portion of Homedale Road. The applicant is also proposing the installation of barricades along the portions immediately adjacent to the subject waterways. The engineering department provides the following comments regarding the recommended request denial: 1. A reduced street section along this portion of Homedale Road will cause the motorist to reduce speeds to compensate for the narrower street section thus impeding the flow of traffic and creating a detriment to the health, safety and welfare of the public and the surrounding properties. 2. Two approaches where left turns will be made into the adjacent Weston Pointe Subdivision, fall within the subject area, thus compounding traffic flow impendence and contributing to the detriment of the public. 3. Engineering comments regarding the submitted preliminary plat required a standard street section along the entire Homedale Street frontage and noted that the relocation of the existing waterways adjacent to Homedale Road might be necessary to accommodate these improvements. 4. Plan review of the submitted construction drawings has reinforced the Engineering Departments stance on maintaining the required standard street section through this area. 5. Street widening to facilitate increased future traffic volume would be restricted if the waterways are not relocated. 6. The proposed reduction will restrict the number of lanes that can be striped in as volume increases.
