General:
The CFD has previously met and discussed this project with the Applicant(s) and city
staff. This project generally complies with all CFD requirements except as indicated
below under itemized conditions.
Any deviation from approved plans, which requires further review, and approval of the
Fire Marshal. New conditions or requirements may be imposed as the result of any
changes or exceptions.
All conditions noted in this plan review pertain to this project, to and through its
completion and intended use.

Itemized Conditions:
1. Acceptance of water supply for fire protection is contingent upon acceptance of the
water system by the City Engineer and DEQ.
2. All required fire hydrants are to be installed and fully operating prior to any
combustible materials being brought on site. Hydrants to meet or exceed City of Caldwell
standards.
3. Secondary access is not an issue wit Duke Street providing connectivity between
Landsdown Ave. and Hargrove Ave.
5. The roadway names that were submitted by the Applicant on the preliminary plat map
dated 4-28-05 has been accepted as reflected in the list below, such that it conforms to the
city's street naming ordinance and policy. The approved roadway names shall be used on
all future maps and submittals.

6. Locate and install eight (8) new fire hydrants as follows:
NE corner of Homedale Rd. and Landsdown Ave.

4. If applicable, no "raised" (curbed and/or landscaped) medians will be allowed in
roadways where they create islands, exceot-for the entry on Landsdown Ave. and
Hargrove Ave. q{f qf Homedale Rd. However, roadway-level bricks, stamped concrete
or compressed (rolled or tamped) gravel may be substituted for medians, where a median-
like design is desired in lieu of raised medians. In some cases rolled-curbing with grade-
level landscaping (grass over turf blocks) may be allowed on medians. The other
exception would be if there are no less than twenty foot (20') wide roadways located on
both sides of the median (a common entry roadway design for subdivisions).

7. A minimum required fire flow of 1,000 GPM is required from each fire hydrant.
8. Street name signs must be installed prior to any combustible construction materials
being brought on-site.
9. Distinct and legible "temporary" addresses for any structure under construction shall
be posted and maintained until such time as pennanent address numbers are installed and
posted on the structure.
10. All-weather access roadways with twenty-feet (20') of unobstructed width are to be
installed and made drivable glor to any combustible construction materials being
brought on-site.
11. All dead-end roadways constructed as a part of this project are required to have
turnarounds that are 100' diameter, per CFD standards.
12. The Applicant(s) shall carefully instruct all contractors and sub-contractors on this
project of the importance of fire and life safety on the job site. The following
requirements apply on all construction sites:
o Fire hydrants must not be obstructed or blocked by vehicles, construction
materials, weeds, realty signage or debris at any timeo All roadways, tumarounds and'osecondary access" roadways must be kept
clear of weeds, unattended construction equipment, building materials, sub-
contractors personal vehicles or delivery vehicles at all timeso Temporary addresses (and/or street name signage) must be visible at all timeso There shall be absolutely NO open burning (warming fires) at any time. Any "hot work" on or in structures requires appropriate fire protectiono Debris and scrap materials shall be cleaned up regular,/H inside and outside,
of structures and hauled to the dump
13. Applicants and their engineering firms are cautioned to seek out and receive a CFD
approval stamp and sign-off on all "final" plat maps before submitting them for recording
to Canyon County. This is to ensure that all conditional items and roadway names are
properly shown and all conditional changes have been made correctly.
NOTE: The responsibility for assignment of addresses is a function of the Caldwelt
Mapping Department headed by Dave Marston. No addresses for building permits
will be issued until such time as they have been provided with a stamped copy of the
final recorded plat map for this subdivision.

14. New "as built" master plat maps shall be submitted with each new phase submittal
that will show, to the same scale, all phases previously built. Failure to do so will result
in the plans being rejected until such maps are provided.
Such maps shall clearly identify and show all phasing lines, a vicinity map that shows
interconnectivity with all adjoining parcels and surrounding roadways (including other
subdivisions), actual fire hydrant locations in all prior constructed phases, approved street
names, block / lot numbers and assigned address numbers for all previous phases. The
dimensions and square footage info of lots may be omitted on these maps to make room
for and improve the clarity of the other required information.
The CFD looks forward to working with the Applicant and their representatives on this

The Engineering Department has reviewed the proposed final plat for Weston Pointe Subdivision
No. 1 and provides the following comments regarding the project and the submitted final plat:
The water system is not operational. The water system has been constructed, pressure tests
have passed but water samples have failed. The final plat will not be signed, and no building
permits will be issued until this emergency requirement is complete.
2. All weather surfaces are in place. Compaction test results for the roadways have been
submitted to the City for review and approved.
3. Street signs have been installed
4. Sewer system is operational. The line has been constructed, pressure tests have been
approved, and video has been received.
5. Construction security will have to be provided for those items not yet completed prior to signing
of the final plat. The city has not agreed on a bond amount for those improvements not yet
constructed.
6. The final plat drawing shall be corrected in accordance with the marked-up copy done
July 7 ,2006 and mailed to W&H Pacific on July 7 ,2006.
7. ln an effort to expedite the addressing process of the final plat, the City is asking that an
electronic copy, in AutoCAD format, be returned with the revised copy of the final plat.

Please be advised that all District right of ways and easements must be recorded on the fina! plat.
Elijah Drain has a 110 foot federal right of way, 55 feet from centerline of drain- There is to be no
obstructions, fences, buildings, walk paths, etc. within said right of way.
Stone Lateral has a 20 foot easement, 10 feet from centerline on each side of pipe. Note: Drawings
submitted to Pioneer lrrigation District within the final plat application package note the
"Steven$ Lateral". This must be changed to the Stone Lateral.
