Frans Engineering Date: SU8-57(6)F-00 Virginia Park Subdivision Phase 6 July 7, 2008 Re The Engineering Department has reviewed the proposed final plat for Virginia Park Subdivision Phase 6 and provides the following comments regarding the project and the submitted final plat: 1. The big four items must be completed before signing of the final plat. These ltems can not be bonded for: The water system is not operational. The water system has been constructed, pressure tested, but no clean water samples have been received. The final plat will not be signed, and no building permits will be issued untilthis emergency requirement is complete. b. All weather surfaces are in place. Compaction test results have been submitted for the roadways. c. Street signs have not been installed. The flnal plat will not be signed, and no building permits will be issued until this emergency requirement is complete. d. Sewer system is operational. The line has been constructed, pressure tested, video has been submitted and approved, and as-builts have been approved 2. Construction security will have to be provided for those items which are not among the big four and not yet completed prior to signing of the final plat. The City has not agreed on a bond amount for those improvements not yet constructed. 3. The final plat drawing shall be corrected in accordance with the redlined copy done June 16, 2008 and mailed to Bailey Engineering on June 16, 2008. 4. ln an effort to expedite the addressing process of the final plat, the City is asking that an electronic copy on a CD in AutoCAD format be returned with the revised copy of the final plat. a \h -0.,Page 1 of 1 8fist2007 Dennis C. Medians (curbed and"/or landscaped) are generally not permitted on roadways where they create islands that can restrict access and that can significantly slow the response of and/or cause damage to emergency vehicles. This provision also includes the prohibition of any speed bumps or speed dips. Exception: If there are roadways located on both sides ofthe median and each roadway is no less than twenty foot (20') wide, with No Parking on either side. Landscaping shall also be such that upon maturity it will not encroach into the airspace of the fire lane for a height of L3'- 6". 4b. Roadway-level bricks, stamped-concrete or crushed-gravel that is rolled and/or tamped may be substituted for medians. Where a median-like design is desired, in Iieu of raised medians, grade-level landscaping (grass over turf-blocks) may be allowed on the medians. This also applies to any and all "roundabouts". There may not be any fixed-objects (light standards, trees, bushes, decorative rocks, monument signs etc.) on islands or roundabouts located in roadways or on cul-de'sacs. Atl curbins on medians and roundabouts must be torolled"or 66mountable". No Parking / Fire Lane signage may also be required.
