The City of Caldwell Engineering Department has witnessed the recent re -construction of the storm water
management area in your subdivision. Please refer to the attached picture, taken on November 24, 2004. It is
our belief that the storm water detention area should function properly now that it has been rehabilitated.
The Engineering Department will continue to monitor the pond to ensure that it is functioning properly. For
most storm events, the detention area should drain within 48-hrs. For major storm events, the detention area
should drain within 144-hrs. The detention area should not continuously hold water.
Minor grading, hyroseeding, and sprinkler system work as necessary will be completed by this spring. Once all
of this work is completed, the storm water detention area should satisfy the original design intent, and also
function as a useable common area.

The Engineering Department has reviewed the proposed final plat for Weston Pointe Subdivision
No. 1. The department provides the following comments on the submitted final plat:
1. The water system is not operational. Approximately 1420 if of offsite water main has not
yet been constructed.
2. The sewer system is not operational. Approximately 972 if of offsite sewer main has not
yet been constructed.
3. The roadways do not yet meet City standards as an all weather surface for emergency
vehicle access. No sub -base or base material has been installed.
4. Street signs have not yet been installed.
5. The plat will not be signed and building permits will not be issued until the preceding
items (No. 1-4) have been completed. The developer has indicated that these
improvements will be complete by the date of this hearing, November 4, 2002.
6. The City has not received approval letters from Pioneer Irrigation District for the
pressurized irrigation system or concurrence with the design and facilities that preserve
existing irrigation rights.
7. The City has not received a letter of approval from the Idaho Department of Water
Resources concerning extension of the channel structure and culverts in the Wilson
Drain.
8. The City has not received a letter of approval from Black Canyon Irrigation District
concerning the 8" sewer lateral crossing of the Notus Canal.
9. Construction security will have to be provided for those items not yet completed prior to
approval of the Final Plat. A "Construction Punch List" has not yet been issued for this
development. The developer has verbally agreed to bond for those improvements not yet
constructed.

The Caldwell Fire Department (CFD) offers the following comments regarding the following cases
to come before the Caldwell City Council on November 4, 2002:

Location: South of Homedale Rd. and west of Indiana Ave.
The CFD has previously commented and issued conditions of approval on this subdivision and
has provided them with conditions of approval in a plan review dated August 1, 2002.

Location: North of Homedale Road and east of Lake Avenue
The CFD has previously commented and issued conditions of approval on this subdivision and

SUBJECT: Plan Review Comments for Weston Pointe Subdivision, Unit #2
The CFD has reviewed the subdivision plans for Unit #2 as submitted. The following
conditions and comments apply to this subdivision -
All -weather roadways must be installed and driveable prior to bringing any
combustible building materials on site, including secondary access roadways.
2. A fire -flow of 1,000 gallons per minute at a residual pressure of not less than 20 PSI
must be available from all fire hydrants.
3. Three (3) new fire hydrants are required for this phase. Fire hydrants are approved as
located and noted on Sheet 2, with one exception. The hydrant shown on Ormsby
Street between Lots 10 and 11 shall be relocated southward to a location between
Lots 8 and 9. Hydrants shall meet Caldwell Water Department specifications.
4. Primary access to this project is available via either Weston or Ormsby Avenues,
with the other serving as the secondary access. Secondary access for Unit #2 is
achieved with the cross over of Aldbury Street.
5. Operational fire hydrants and temporary (or permanent) street signs are required
before any combustible materials are brought on -site.
6. Acceptance of a water supply for fire protection is contingent upon acceptance of
the water system by the City Engineer and DEQ for water quality.
7. One (1) temporary all-weather turn -around is required, and approved as shown on
Sheet 1, at the north end of Ormsby Avenue.

8. Addresses will be assigned upon recordation and receipt of the final plat map. The
Applicant shall be responsible for the timely delivery of two (2) copies of the final
plat map to the CFD for addressing purposes.
9. Temporary addresses are required for all lots and/or buildings under construction,
from pouring of the slab until the installation of the permanent address numerals.
Temporary addresses must be legible and distinct from other markings on the
building. Permanent addresses shall be in numerals 6" tall.
10. The following street names shown on these plans are approved for Unit #2:
Ormsby Avenue
Weston Avenue
Aldbury Street
The CFD looks forward to working with the Applicant and their representatives on this
