Dear l'1r. Lewi s :
This is in answer to your inquiry concerning a recom-
mendation for the aDproval of the prefiminary plat for Arnold's
Hi 1 I Vi er.r Subdi vi si on.
The only recommendation vre have with respect to any
subdivision is to follow this Commission's policy for utilit-v
easenrents rvhich is that r,vater mains and any underground power
and telephone lines be made in the street or parklla.y. l,lhere
water mains are located on the back of the property ljne, it
has been our experience that considerable problems have occurred
when it is necessary to rep'lace or repair a t'tater main. I',le
recommend that overhead porver and telephone lines be in back
of the property line as these fac'ilities can be repaired and
replaced vrithout causinq prob'lems and extra costs.
This is our standard recommendation for subdivisions
and it is noted that the City of Caldwell will probably serve
water to the subdi vi si on , and i f so, rnuni ci pa1 water s.ystems
are exempt from regulations by this Comrn'ission.

In regards to your Letter of June 6, L972 asking for our
recommendations concernlng the Richuan Replat of part of tract W, Moua-
tain Vlew Subdlvision, we would make the following conments:
The lot sizes of this subdivision do not conform
wlth our latest guidelines for subdivisions not
served by municipal sewer. We woul-d recon'mend
that development of thls tract be delayed until-
the problems concerning the sewer construetion
are resolved.
