PUBLIC MEETING INFORMATION
We invite interested parties to participate in public hearings either electronically or in person. If you have a cough, feve r, or are not
feeling well, please contact Planning & Zoning staff to arrange participation remotely. The City of Caldwell follows the CDC
guidelines to allow for distancing in the public meeting area and provide masks/hand sanitizer on site.
Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the registration
process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed within the w ritten
notice.
On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button on
the center of the page. After registration, you will receive a confirmation email containing information about joining the virtual

Written comments must be received at least eight (8) days in advance of the meeting to the Planning & Zoning Department at
P&Z@cityofcaldwell.org to be included within the staff report. All comments received after the staff report has been transmitted
will be included in the case file and provided as late exhibits at the appropriate public hearing.

1. The Caldwell City Council dispenses with the three (3) reading rule of Idaho Code §50-902 for all
ordinances.
2. Approve the minutes for the Caldwell City Council Regularly Scheduled meeting held on December 20, 2022; the
Design Review Commission meeting held on November 23, 2022; the Hearing Examiner meeting held on November
30, 2022; and the Caldwell Youth Forum Sub-Committee meeting held on October 27, 2022;
3. Approve the Order of Decision for VAC-22-01 (Sky Ranch Business Park Plat Note Amendments);
4. Approve Resolution executing a License Agreement with Pioneer Irrigation District for construction, operation, and
maintenance of a sewer trunk line under the Caldwell Lowline Canal;
5. Approve Resolution accepting the Award of Bid to Central Cove Construction, LLC for the 2022 East Ustick Road
Trunk, Dixie Drain to Florida Avenue Project in the amount of $1,244,889.00;
6. Approve Resolution of Intention calling for a public hearing on a change to the special assessment rate for the
Downtown Business Improvement District;

7. Approve Resolution authorizing the execution of an Agreement with Farmers’ Co-Operative Ditch Company and the
adjacent irrigation entity for placement of water main and communication conduit across their easements and right-of-
way;
8. Approve Resolution authorizing the execution of an Agreement with Mitch Bicandi for a Temporary Construction and
Staging Easement for the Purple Sage Water Main Extension Project and authorization to execute similar lessor
agreements as may be found necessary for this project;
9. Approve Resolution accepting the Farmway Road Corridor Study and authorizing the execution of a Memorandum of
Understanding with Canyon Hwy. District No. 4 for the design of a roundabout at Farmway Road and Ustick Road;
10. Approve Resolution authorizing the Right-of-Way Purchase Agreement with Juan Pinto and Marina Reyes for property
located at the corner of Midland Boulevard and Laster Street and accept accompanying Warranty Deed for the subject
property;
11. Approve Resolution declaring a Water Department vehicle as surplus for disposition to public auction;
12. Approve Resolution authorizing the execution of Modification No. 7 to Memorandum of Agreement (No.
R15MR11723) with Pioneer Irrigation and the U. S. Department of the Interior Bureau of Reclamation;
13. Approve request from El Rica Pan Bakery, Inc. for an Alcohol Beverage License (off-premise beer) at 815 Main Street;
14. Approve the reappointment of Jim Porter and Roberto Acosta to the Caldwell Housing Authority for a term to expire
December 31, 2027;
15. Approve the reappointment of Rex Hanson to the Caldwell Library Board of Trustee for a term to expire December
31, 2027;
16. Approve the reappointment of Eric Randall to the Audit Committee for a term to expire December 31, 2025;
17. Approve the reappointment of Nicole Dovel-Moore to the Design Review Commission for a term to expire December
31, 2025;
18. Approve the reappointment of Shirley Akagi and Doreen Burnham to the Golf Board for terms to expire December 31,
2026;
19. Approve the reappointment of Ron Bonneau to the Youth Master Plan Committee for a term to expire December 31,
2025 and the appointment of Monique Gaddy to the Youth Master Plan Committee for a term to expire December 31,
2025;
20. Approve the appointment of Dave Larson to the Planning & Zoning Commission for a term to expire December 31,
2025.

Next Regularly Scheduled City Council Meeting is on Tuesday, January 17, 2023 at 6:00 p.m. in the Community
