POSED USE: The proposed use of this land is for residential subdivision. 136 lots are planned averaging 165 x 121 in n ize. Sewage to be handled by individual subsurface. Water to be supplied by centralwatersystem. L MMITICNS: The east and north parts of the area has the Power Soil Series. The remainder of the area has noldock and Phyllis soils. The Power soil is deep with silt and clay loam underlain by sand. Slightly cemented layers may be present with moderate to slow permeability. The Boldock and Phyllis soils are loams and silt loans of varying depthtosandand/or gravel. They normallv have a water table occutring atadepthof3to5feet, especially during the irrigation season. The phyllis soil cofnmonly has a hardpan at about , a 3 foot depth. L.USE INTERPRETATIONS: The Power soil has a moderate limitation for development with septic'tanks due to moderate to slow permeability. The Boldock and Phyllisfsoils have severe limitations for development with septic tanks due to high water table problem. 3MMENDATIONS: 1. Central Sewage treatment facilities are strongly recommended for this proposed development especially in view of the soils complexities and the relatively large number of units planned. 2. If developed with selbtic tanks the site should be thoroughlyinvestigatedtodeterminewatertableandhardpandepthandlocation. The water table should be checked for the periodJunethroughSeptember, and land drainage measures should be applied in problem areas before construction begins. 3. Topsoil excavated during construction should be stockpiled andusedtocovercutareas. 4. Land grading to assure adequate surface drainage should be doneearlyinconstruction. OREGON 97914 As you requested, we have made investigations to determine feasible sewage disposal methods for the proposed Owyhee Village Subdivision in Section 1, Township 3 North, Range 3 West of the Boise Meridian. During the investigation six large holes were excavated to various depths to de- termine water table and possible sand and gravel locations. Seventeen smaller shallow holes were augered and percolation tests were performed in the small holes in accordance with Idaho State Sewage Disposal Regulations as of August, 1971. As the accompanying log of the results of the percolation tests will indicate, it was found that no constant value for percolation rate could be determined for the entire area. In fact, it was difficult to establish an average percolation rate for any given isolated areas within the total project. The results indicate that percolation rates are extremely variable throughout the site. As a result of the investigations, the following recommendations are offered: 1. Due to slow percolation rates and relatively high groundwater table, it is recommended that a residential project of this magnitude be provided with water service from community wells. It is recommended that two wells be provided for the normal service with an optional third well to be provided in the future if necessary. 2. Percolation tests should be performed for every sewage disposal drain field before it is constructed in the project. 3. Percolation rates indicate that minimum lot size for this development should be 40,000 square feet which is just short of one acre per lot. This minimum lot size will comply with Idaho State Regulations for percolation rates indicated over the major portion of the project. 4. It is recommended that the area noted on the accompanying plan, in the Northeasterly corner of the project comprising approximately five acres, be maintained in one parcel and not subdivided further in the future until a central sewer system is provided for the project. A possibility of a central disposal system for this project was considered, but rejected due to various complications. None of the known prefabricated central disposal systems available at this time will provide an effluent of a high enough quality to be able to discharge into the adjacent drain ditch. 1- Ij RONALD M. However, it would have to be located some distance from the drain ditch and its size, some three to five acres, would be unsightly within the residential area of the remainder of the project. It is my understanding from this meeting that Pioneer Irrigation District water will be delivered for irrigation purposes through the 20 ft. utility easement as shown on the plat provided us. The waste water from this irrigation will run off into the barrow pits of the streets as so marked on the plat, and then on into the drain ditch. It is with these provisions in mind that Pioneer Irrigation District gives their approval of the plans for irrigation and waste water for the Owyhee Village Subdivision. The plat is located outside of the city limits of Caldwell, but within the one mile jurisdiction for the approval of plats. The City Planning Commission and the City Council have approved the preliminary of the plat. D I have in my file a copy of a letter dated July 25, 1972, to Mr. Farber approving O khee Village Subdivision for the water supply and subsurface sewage disposal. It is my understanding that there were some stipulations with regard to the subsur- face sewage disposal system. One of these was that the lots should have 40,000 square feet and that -the lot in the North- east corner of the subdivision being Lot 16, Block 2 was to be even larger than this. The plat shows that it has five acres. To the best of my knowledge, the plat does conform to the stipulation required by your department. The plat is located outside of the city limits of Caldwell, but within the one mile juris- diction for the approval of the plat. The City Planning Commission and the City Council have approved the preliminary of the plat. There will be some confusion in street names in the future. Neither the Planning Commission nor the Council attempted to solve the street naming problem at this time and would approve those on the preliminary. It appears the street name Cherry Lane is an extension of what is known as Homedale Road in the County. Added to this confusion is that we have streets in the City of Caldwell by both names, Cherry Street and Homedale Lane. The Engineer has shown the name of Lonkey Road on the street that will be on the North side of this subdivision with a question mark, as he wasn't sure that this was in fact an extension of the Lonkey Road in the County. If you have any suggestions on the street naming, please contAct me.
