Dennis explained the reasons for the request and staff's recommendation. With no further discussion Tom Ensley made a motion to recommend to the City Council an amendment to Section 6-1---4 of the Caldwell Zoning Ordinance. Terry Durban seconded the motion. With no further discussion a vote was taken and the motion passed unanimously. BILL NO. 17 ORDINANCE NO. t3 AN ORDINANCE TO AMEND TITLE VI, CHAPTER 1, SECTION 4 (A), OF THE MUNICIPAL OF THE CITY OF CALDWELL, COUNTY OF CANYON, STATE OF IDAHO, PERTAINING TO ZONING DISTRICTS AND PURPOSE STATEMENT BY ADDING CERTAIN LANGUAGE IN THE R--3 MULTIPLE -FAMILY HIGH DENSITY RESIDENTIAL ZONE REGARDING THE ESTABLISHMErTi' OF SUB -ZONES: REPEALING ALL ORDINANCES, RESOLUTIONS, ORDERS AND PARTS THEREOF IN CONFLICT HEREWITH. BE IT ORDAINED by the Mayor and Council of the City of Caldwell, Idaho, County of Canyon, State of Idaho: Section 1. That Title VI, Chapter 1. Section 4 (A), of the Municipal Code of the City of Caldwell. County of Canyon, State of Idaho, shall be amended by adding certain language in Section 4 (A) as follows: R-3 MULTIPLE FAMILY HIGH DENSITY RESIDENTIAL: The purpose of the R-3 (Multiple -Family Residential) Zone is to provide areas by zoning procedures and in accordance with the Comprehensive Plan for medium to high density residential development. This type of zoning pattern is intended to provide transition or buffer areas between commercial uses and less intense activities and to provide places for higher density uses in selected places of the City's neighborhoods and communities. Sub -zone classifications have been created within the R-3 zone to define maximum limits of residential density as, a means to provide a greater dea-ree of development predictability regarding traffic generation, availability of City services and land use compatability. With the exception of dwelling unit density, the requirements for the arent R-3 zone shall apply to the respective sub -zones. 1. R-3-15 -MULTIPLE FAMILY HIGH DENSITY RESIDENTIAL. Currently the R-3 zone permits residential densities between 10 dwellina units and 30 dwelling units per acre. The purpose of the amendment is to consider establishment of sub -zones within the R-3 zonina classification as a means to more closely approximate or predict future residential densiti-es. In reviewing this matter, the Plannina_ and Zoning Commission recommended to the City Council that the following_ R-3 sub -zones be established. 1. R-3-15--MULTIPLE FAMILY HIGH DENSITY RESIDENTIAL; LOW -MEDIUM RANGE; 10-15 DWELLING UNITS PER ACRE. 2. R-3-20--MULTIPLE FAMILY HIGH DENSITY RESIDENTIAL; MEDIUM RANGE; 10-20 DWELLING UNITS PER ACRE. RECOMMENDED ACTION: Direct staff to set the ordinance amendment for nublic hearing before the City Council at their meeting of April 16 1990. Specifically, the focus of the code amendment is to consider R-3 sub -zone classifications as a means to more closely identify permitted and intended residential densities. APPLICANTS City of Caldwell BACKGROUND In accordance with procedure outlined in Section 6-4-1 of the Caldwell Zoning Ordinance, the Planning and Zoning Commission initiated the above referenced amendment to the Caldwell Zoning Ordinance at their regularly scheduled meeting of February 15, 1990. This action was taken in connection with a review of a comprehensive plan amendment from Low Density Residential to High Density Residential for property on the north side of Logan Street. The concern of the Commission was the broad density range (10 - 30) units within the R-3 zone and the potential adverse affects resulting from the inability to approximate future residential densities. The role of the Planning and Zoning Commission in this matter is to review all pertinent facts and information related to the proposed amendment and to forward a specific recommendation to the City Council.
