RE: Request to initiate an amendment to the Canyon County Zoning Ordinance for
purposes of considering an Area of City Impact Overlay Zone for Caldwell's Area of
City Impact.
In accordance with Section 4.1 (B) of the Canyon County Zoning Ordinance, the City of
Caldwell desires to petition the Canyon County Planning and Zoning Commission to initiate
an amendment to the Canyon County Zoning Ordinance for the above stated purpose.
Attached for your review is a preliminary draft document that reflects in concept the
underlying planning objectives of this amendment.

"]A" (Impact Area Overlay) Zone
12-19 - Regulations for "W' (Impact Area Overlay) Zone for the City of Caldwell.
(A) Purpose:
The purpose of the 1V (Impact Area Overlay) Zone is to provide zoning protection and
to guide development as agricultural farmland transitions to a more intensive pattern
of urban land use in the fringe areas of Caldwell. The type and quality of development
occurring in these areas will greatly influence the City's future, its quality of life, and
the ability of the City, Canyon County and other public agencies to plan and provide
efficient and cost-effective services to these urban fringe areas. The unnecessary
conversion of agricultural lands shall be discouraged and only those uses that can
transition and fit into a future urban setting are to be encouraged. The "IA" (Impact
Area Overlay) Zone is superimposed over other zones.
(B) Uses allowed and permitted in "lA":
(1) All uses allowed in the respective zone over which the "IA" Zone is
superimposed are appropriate except for splits of existing parcels.
(2) All uses permitted by Conditional Use Permit in the respective zone over which
the "IA" Zone is superimposed are appropriate except for the following listed
uses which are not allowed since they are determined to be in conflict with the
long range goals and objectives of the Area of Impact.
a) Airport
b) Commercial Feed Lots
c) Production of poultry and poultry products, poultry hatcheries, poultry
killing and dressing
d) Food processing facilities, fertilizer processing and distributor facilities.
e) Dairies
f) Pig farms
g) Gasohol refinery
h) Sanitary landfill
i) mini -storage facilities
j) motels and hotels,
k) drive-in theaters
1) sewage treatment plant and similar facilities
m) splits of existing parcels
(3) Splits of existing parcels shall be accomplished in accordance with the City of
Caldwell Subdivision Ordinance,
