BUDGET VISIONING WORKSHOP
April 14, 2016
6:00 p.m.
The Mayor called the workshop to order and noted that no decisions or action would be taken.
Elected Officials Present: Mayor Nancolas, Dennis Callsen, Mike Pollard, Chuck Stadick, Shannon Ozuna, and Rob
Hopper.
Staff Members Present: Mark Wendelsdorf, Brent Orton, Robb MacDonald, Brian Billingsley, Monica Jones, Debbie
Geyer, Frank Wyant, Devin Riley, EIJay Waite, Carol Mitchell, and Steve Fultz.
(DISCUSSION ITEMS CONCERNING FORECASTING BUDGET MATTERS)
CAROL MITCHELL — DEPUTY TREASURER:
Ms. Mitchell provided handouts concerning the assessed taxable values, levy rates, projected levy rates, and Yearly
Model from 2015-2021. Discussion followed concerning levy rate projections.
LACEY WELT - CALDWELL PUBLIC LIBRARY:
Ms. Welt provided a handout concerning the aspects of the Caldwell Public Library Strategic Plan. She outlined the
major goals and objectives:
1) Develop financial partnerships for library programs and services.
2) Increase personalized services to meet individual needs for information and technology assistance.
3) Optimize the publics ability to use the library 24:1 by enhancing its virtual branch.
4) Meet community demand for convenient library services by exploring options to provide additional library
service outlets within Caldwell.
5) Provide public access to unique local content through digitizing local historical collection.
6) Expand the library's marketing activities to reach a broader audience in the community and increase library
users.
7) Provide training opportunities that will enable staff to provide exceptional customer service.
8) Enhance the current library facility by working to make Caldwell Public Library a more welcoming and
relevant library space.
9) Create a new library strategic plan with a three-year scope.
MARK WENDELSDORF - FIRE DEPARTMENT.'
• Chief Wendelsdorf reported that a regional workshop was held on April 13`h to discuss the potential of a
Regional Fire Master Plan. The findings of that workshop will be presented to City Council in the near future.
• Capital needs:
Acquisition, design, construction and operation of Station -�3
Radio replacement by 2018
t, Extrication equipment
• Labor negations will take place this year.
• Consolidation discussions have been he'.d with the Nampa Fire Department about opportunities for partnerships:
o This could apply to trainings, jointly ordering equipment to reduce costs, and management
consolidation.
o Nampa is looking at consolidation of the City of Nampa Fire Department and the Nampa Rural
District.
c Possibly a separate fire district could be formulated to address the consolidation of the surrounding fire
departments.
In response to questions from Councilman Pollard, Chief Wendelsdorf reported that remodeling of Fire Station # 1 is not
a priority at this time.
FRANK WYANT — POLICE DEPARTMENT•
Chief Wyant provided crime statistics comparisons:

Chief Wyant addressed immediate needs:
A IT efficiency needs (software)
o Officer safety issues and vehicles
o Personnel needs
o Expansion of the Caldwell Police Department facility using available impact fees
In response to questions from Councilman Stadick, Chief Wyant reported that joint purchasing with Canyon
County Sheriff's Department.
ROBB MACDONALD — ENGINEERING PARKS c& RECREATION CEMETERY.
Mr. MacDonald provided budgetary information concerning personnel needs and projects:
Engineering:
Personnel needs are being addressed through Human
engineering technicians (3) and a professional engineer,
concerning a possible restructuring plan for the department.
Current Projects:
■ Lake & Ustick Roundabout
■ 2151 Avenue Widening Project
■ Middleton/Ustick Project
■ 10'h Avenue Bridge
■ Plymouth Street Bridge
• Lake & Ustick Widening
• Improvements at Smeed Parkway
Parks:
Resources. The need is for additional

• Need to keep enhancing the parks to meet community needs.
■ Future development: Plymouth Street Bridge Park and Van Buren Park
■ Park needing major improvements: Jaycee Park

0 Website: Webpage needed to show maps & amenities of the various parks.
• Cemetery:
c A handout was provided showing the future expansion possibility of the cemetery.
• Improvements of pathways within the cemetery are needed.
■ An ADA compliant public restroom/information center at the cemetery site would be helpful.
BRENT ORTON — PUBLIC WORKS DIRECTOR:
• Mr. Orton stated that the vision statement of the Public Works Department is to do more with less. The
following areas were addressed::
* Appropriate equipment to reduce manpower and increase automation processes:
• Wastewater Treatment Plant has made significant progress in upgrading equipment and their
maintenance procedures.
* Managing our assets
• Understand life cycles for roads, catch basins, equipment, etc. and plan accordingly.
• Public Works is working to establish this information.
Expectations for the upcoming budget year:
■ Increase in sewer and water rates.
■ Research concerning additional personnel needs in Engineering and the Building
Departments.
■ Possible construction of the Veterans Garden Restroom with community funding partnerships.
• Continuation of improvements at the Veterans Memorial Hall.
Councilman Stadick commented about the potential rate increases for water and sewer and expressed his concern as it
relates to senior citizens on limited incomes dealing with rate increases.
BRIANBILLINGSLEY-PLANNING & ZONING DIRECTOR:
• Mr. Billingsley stated that the department is working on completing the revised Comprehensive Plan and
Comprehensive Plan Map.
• Current Projects:
Moving forward with an updated Bike and Pathways Plan.
Moving forward with the Safe Routes to School Grant for bike lanes along Montana Avenue between
Linden and Spruce.
Continuation of the greenbelt pathway beyond the Densho Garden site.
• Mr. Billingsley addressed staffing needs within the department due to the increase of land -use activity.
DEBBIE GEYER — CITY CLERK DEPARTMENT
• Ms. Geyer addressed the continued need to research technology improvement tools to help assist with
manpower needs within the department as it pertains to website improvements, archiving needs, and software.
• The cemetery records archiving project is still moving forward.

• The Youth Master Plan has shown continued progress:
o Let's Move Program
o Youth Forum Program

STEVE FULTZ - ECONOMIC DEYELOPMENT.-
Mr. Fultz stated that the department's goal is to assist with creating growth within the community. He provided
departmental updates:
Important to have a well trained staff. Looking to send Keri to Economic Development Institute. She
has acquired a scholarship to attend Phase I of that training.
The Urban Renewal Agency recently closed on approximately 30 acres of property this year for the
purpose of private commercial development.
o American Food Equipment - Groundbreaking Ceremony will be held on Monday, April 25, at 10:00
a.m.
o He is working with the consultant concerning the CDBG Entitlement Funding requirements.
a Gardner Company is moving forward with the Trolley Square Development.
• Challenges:
o Mr. Fultz stated that partnerships are being formed with potential retail vendors to address the retail
leakage challenge within the community.
o Additional power issues at Sky Ranch Business Park are being addressed with Idaho Power.
o Continual need to locate additional industrial sites to address business relocation inquiries.
MONICA JONES - HUMAN RESOURCES:
Ms. Jones provided updates concerning employee benefits and personnel needs:
• Potential employee pay scale adjustments.
• Concerns regarding the Employee Health Benefit Trust Fund.
• HRA account policy is being reviewed concerning a possible PTO carryover allowance.
• Employee evaluation software is being researched.
• Police Department recruiting tools are being researched.
• Worker's Comp rate increases will be addressed within supervisor training sessions.
• City Council Seat #5 Appointment: The interview committee will be meeting on Monday, April 25'h to meet
with the four applicants.
MAYOR NANCOLAS - UPDATES
• The Mayor outlined various topics which will be discussed within the upcoming budget workshops:
o Continued need to invest in the safety service departments.
o Priority to move forward with the Sundowner parcel re -development.
a Master plan for the Caldwell Event Center expansion.
o "Oregon Trail Park" development located north of the historical Plymouth Bridge.
o Improvements on Gabiola Field.
o Downtown Indian Creek Plaza development.
o Municipal Swimming Pool upgrades.
o Completion of Wolfe Field.
ELJAY WAITE - FINANCE DIRECTOR:
• E[Jay reported that Carol Mitchell is directing the training of the department heads in using the Springbrook
extended budget software. Springbrook reports and explanations will be available to City Council members
under the extended budget software. Additional budget reports will be provided to the City Council Members
this year,
• Impact fees will be reviewed. A City Council workshop will be conducted on June 6, 2016.
• The website is moving forward with input from the appointed officials and staff.
• The Recreation Department provided a list of potential projects under review to include a new softball quad
complex, resurfacing of the tennis courts and basketball court at Luby Park, and installing an outdoor park gym
at Memorial Park.
• Carol Mitchell provided an update concerning the incentive training program which has been put together for
administrative assistants to gain basic instruction about the Springbrook system.
COUNCIL COMMENTS:
Dennis Callsen:
• Supportive of the downtown re -development plan.
• Continued industrial development sites must be addressed.
• Safety services are a priority.
Mike Pollard:
• Need to address staffing needs to retain employees.
• Acquisition of additional properties for future development must be addressed.
Shannon Ozuna:
0 Need to look for staging needs to retain employees.

• Completion of the Indian Creek Plaza in downtown Caldwell is a priority.
• Acquisition of additional properties for future development must be addressed.
• Review of the golf course operations and revenue'expenses.
Rob Hopper:
• Continue with review of methods to reduce the levy rate,
