HomeMy WebLinkAboutDocument 3Greenbelt The lands immediately adjacent to the Boise River in the area where the river flows through portions of the City of Caldwell and borders other portions, which includes that area of Curtis Park in the north and continuing downstream to an area where the river heads in a more northwesterly direction adjacent to the Caldwell Wastewater Treatment Plant, and the area next to the Caldwell Industrial Corridor, are suitable for development for recreational, aesthetic and educational purposes for public use. The area has previously been identified as a proposed greenway in the Comprehensive Plan and map adopted in 1977 by the City of Caldwell; therefore this area has historically been recognized as having this development potential. Subsequent to the adoption of the Comprehensive Plan in 1977 with the completion of the Boise River Interchange and Centennial Way as an adjunct to the Interstate 84 system, extends a transportation network to the Boise River area making it now suitable for development as a greenway. Centennial Way provides access for travel between State Highway 19, Interstate 84 and connecting traffic coming from State Highway 55. The areas immediately adjacent to the Boise River are largely held by public entities. The highest and best use of the property adjacent to the River is the development of its recreational potential, which development will increase the value of property lying adjacent to the greenway project. It is anticipated with the increased cost of the landfill operations, that increased pressure will be placed upon areas which are close to public roads and adjacent to river areas which are not maintained. The development of the area for recreational purposes discourages illegal dumping activities. Since 1983, development of the greenway has been ongoing. There is presently a pathway system extending from the extension of Chicago Street to the silver bridge at Plymouth Street, and the development of an entryway park is included in this project at Chicago Street. The pathway system is on both sides of the river. The area provides the only river habitat in the Caldwell area and is presently used, and will continue to be used, for fishing, walking, jogging, bicycling and potential boating activities. A Greenbelt master plan has been prepared by the Greenbelt Civic League of Caldwell, Inc., a non- profit corporation, which plan identifies the area of proposed Greenbelt development and potential uses. Policies: 1. Continue with community and private sector involvement to complete the various components of the master plan. 2. Adopt a greenbelt protection ordinance. 3. Coordinate with Centennial committees on the Idaho centennial celebration. 4. Develop an extension of the present greenbelt project to include a tie-in with the industrial area which is along Simplot Boulevard in Caldwell, to encourage employee fitness and assist local industries in health programming. 5. Annex lands adjacent to the river in the County for the purposes of administering greenbelt protection ordinances in a uniform fashion once areas become developed. 6. Promote use of the river and greenbelt by the school districts as a learning experience for students. 7. Continue to develop surfaced trails for walkers, joggers, and bicyclists and provide paths for horseback riders. 8. Allow for non -motorized vehicles only to assure safe use of the trails and preserve the natural setting. 9. Develop picnic areas for family outings, including fishing, boating and river float trips. 10. Tenth Avenue south of Linden is to be upgraded to provide safe traffic conditions for traveling to and from schools and to provide a direct route to Karcher Road (Highway 95). 11. At approximately the extension of Lake Avenue, connect Nampa - Caldwell Boulevard to Chicago Street to relieve industrial traffic, to open up industrial areas of the City and to improve the truck route system in Caldwell. 12. Encourage planting wherever feasible, landscaping and beautification of major City entrances and a Nampa -Caldwell - Canyon County landscaping program in conjunction with the reconstruction of the Nampa - Caldwell Boulevard. 13. Investigate railroad crossing and extension of 43rd or 45th Avenue to the northeast. 14. Continue to develop Arthur Street through the industrial area towards Ustick.
