Ihe regulation sets a baslc standard by whlch we will reeognize plans, policies,
or Progr4ars. That etaadard is the requlrement that such plansr.policles, or
programs must be offlciaLly approved and adopted. Our regulation deflnesItoffi.cially approved and adopted[ as authorLzed. by federal, state, or 1ocal
constitutione, legislation, or charters which have the fuLl force and effect
of state law.
We need your help ln ldentifying speclfic pLans or categories of plans whLch you
feeL are authorized by federal, state, or local constltutions, l-egislatlon, or
charters. For each specific plan or category of plans please cite the authoriz-
ing instrument. lile prefer the specific cltatlon rather than a geueral reference.

COIUPREI{ENSIVE PLA}'I RECOMMENDATIONS
The Planning and Zonlng Commission has recently completed a studyof the area whlch will be directly affected by completion of theInterstate B4-llorthwest Connector proj ect and has proposed Com-
prehenslve Plan changes which they feel are appropriate for future
development. A public hearing has been held and their reeommenda-tlon 1s now belng forwarded to the City Council for their consldera-tion and approval-.
The proposed changes are based on the following:
1. The 6-month tj-me llmltation has explred and the Plan ls now
eliglble for change, which wil-1 coincide 1n part with the
opening of the Connector (Centennlal Way) and the eompletionof I-84.
2. There will be improved access to the area in questlon becauseof constructi-on of tt:e idW Connector and Boise River lnterehange.
3. The land under consideration 1s a mlxed-use area varying from
agricultural to lndustrial. The Idaho Power Substatlon, Ci.typroperty across from the Shop, eontractorrs equipment yards,
slngle family residences, mobile homes on individual lots and
pastures are all exlsting. Ptesent land use designatlon for most of
these properties 1s medlum denslty residential.
4. fnterest in commercial or lndustrial uses has been expressed by
some property owners within the proposed area.

that any concentrated residential development wiLl occur. The

The two blocks owned by Hamlson-Frank on Madison between Ist and
3rd were divlded inbo hlgh density resldentlal for that approximate
half bordering on Nogales Court and frame and servlce commerclal for
the approximate half frontlng on Madlson to provide a buffer between
the slngle family resldences ln Benito Juarez Subdivlsion and any
commerclal- development on Madison. Harrison-Frank feels it wouldprefer the entire two blocks/h8signated as commerclal as there would
be more opportunity for development 1n one plece rather than divlded
down the middle. The Commission favored the buffer.
The main coneern expressed by property owners testlfying at the pub-
I1c hearing was the effect the Plan ehange would have on taxes. Since
thls is a Plan change to prepare for future development, the taxstructure should not be affected until such time as the zone is
changed.
The following map amendments are hspsfy recommended:

Gate Addltion at Madlson between Ist and 3rd and also alL ofthat area bounded by: Ivladison on 2nd extended to Kearney,
on Kearney to 1st, al-ong 1st to the lnterstate, westerly to
Bolse Avenue, southwesterly along Bolse to Chicago, along Chi-

The Ca1dwel1 City Council will- hold public hearings at their
regular meeting June 7 at 7:30 p.m. in the City Ha1l Council Cham-
bers, T0\ Blalne Street, to take testimony on two recommendatlons
from the Planning and Zonlng Commisslotr.
The Commission is proposing Comprehensive Plan rnap changes
1n the I-34-Northwest Connector (Centennlal Way) project area
which would accommodate zoning for future commerclal uses. Lesser
areas are being consldered for industrial and hlgh density reslden-
tial uses near Madison Street and 3rd Avenue.
Also scheduled is a public hearing for a zoning regulatlon
amendment whlch would exempt businesses wlthln a defined downtown
area from off-street parking requirements.

Comprehenslve Plan changes ln the I-84 - Northwest Connector pro-
Ject area. The Commlsslon 1s proposing a frame and servlce com-
merclal land use deslgnatlon for that area lylng between the Con-
nector, Bolse Avenue, I-84 and Belmont Street, and also northeasterly
of I-84 to lnclude several blocks which w111 be served from the
merging of the Northwest Connector lnto Ivladlson Street. Other Plan
changes ln the proposal are conslderatlon of an lndustrlal land use
deslgnation for three blocks near the lntersectlon of 3rd and Madlson
(Blocks 55, 63 and 72 of Golden Gate Addltlon) and hlgh denslty resl-
dentlal for the northeasterly half of Blocks 70 and 71, Go1den Gate
Addltlon, at Nogales Court between 1st and 3rd.
Also scheduled are a pubI1c hearlng for a zonlng regulatlon
amendment whlch would exempt buslnesses wlthln a deflned downtown
