We have the following general comments Water Supply. If the project includes extension of public water distribution facilities, plans and specifications must be submitted to this office for review and approval prior to construction. Lines that serve two or more 'nits must be constructed to public works standards, in accordance with our recent Memorandum of Understanding with the Idaho Division of Building Safety, Plumbing Bureau. We do not review plans for individual service lines; those plans should be reviewed by the City Building Department. )Wastewater Collection and Treatment. If the project includes extension of a public wastewater collection system, plans and specifications must be submitted to this office for review and approval prior to construction. Lines that serve three or more units must be constructed to public works standards, in accordance with the Memorandum of Understanding. Plans for individual service lines should be reviewed by the City Building Department. Water Quality. We recommend that best management practices be implemented to control runoff during the construction period. Permanent stornwater facilities should be desigrred according to our Guidelines for the Treatmenl and Disposal of Stormwater Runoff, available free of charge at this office. Facilitits that concentrate stormwater must be located at least 25 feet from water mains, and 100 feet from wells. We recommend against the construction of sub-surface disposal systems, such as infiltration beds, because subsurface systems (and thus the surrounding ground water) are vulnerable to road oils and greases, animal wastes, accidental spills, intentional dumping, etc. Please contact Bill Freeman at 373-0166 if you have questions regarding these comments. |, L. We have reviewed the proposed subdivision and make the following comments: 1. The developer proposes to install sidewalks, curb and gutter, pave streets (half width + 7 l/2 ft on Palrang, and the area between existing edge of asphalt and gutter on Montana). This proposal is consistent with City Policy and the department endorses the developer's proposal. 2. The developer proposes to discharge predevelopment drainage flows into an existing ditch. Approval to discharge into the ditch is needed from Pioneer Irrigation District. 3. The developer proposes retaining stonnwater runoff on site. The specific requirement for stormwater retainage is twenty-five year, twenty-forx hour duration storm. 4. The developer's Engineer has indicated right-of-way on Palrang, Oregon, Montana Ave. This is to be dedicated to the public. 5. The developer is proposing to connect and extend Ciry water and sewer to the proposed site. This proposal is consistent to City policy and department supports the developer's proposal. 6. The developer is proposing not to construct sidewalk, curb and gutter along Montana and Oregon Ave. To be consistent with City policy we will require sidewalk, curb and gutter along Montana Ave.. We previously agreed with the developer's Engineer to not require sidewalk, curb and gutter along Oregon, south of Palrang. This agreement was made based on the condition that this part of Oregon Ave. is not being opened e FVrL I o 7. The developer's Engineer has indicated the extension of City water from Idaho/Palrang to Oregon/Palrang with a 6" main. The City water plan requires an 8" main. 8. The developer proposes providing flood irrigation to individual lots. the developer will also need to obtain the review and approval of Pioneer Irrigation Disrict. 9. The developer shall be required to install street lights as per city and Idaho Power standards. In reviewing the preliminary plat for the above said Subdivision, the department recognizes that it contains information that is typically submitted with improvement drawings.
