WITH SOUTH PALRANG SUBDIVISION
A parcel of land being the North 100 feet of the SE1/4, NWI/4 and the South 28 feet of the
NEl/4, NWl/4 of Section 3, Township 3 North, Range 3 West, Boise Meridian, Canyon County,
Idaho and being more particularly described as follows;
Commencing at a found 1" iron pipe marking the W1/16 corner of said Section 3, T.3N., R.3W.,
B.M., said corner bears S. 89o17'36"W.1320.82 feet from the center 1/4 corner of said Section
3, T.3N., R.3W., B.M., marked by a PK nail and brass washer; thence along a line common to
the SW1/4, NW1/4 & SE1/4, NWI/4 of said Section 3, T.3N., R.3W., B.M., N. 00o12'46"W.
1326.40 feet to a point marked by a found 5/8" iron pin, said point also being the REAL POINT
OF BEGINNING;
thence along said common line N. 00o12'46"W. 28.00 feet to a point, said point marking the
centerline intersection of S. Oregon Avenue and Palrang Drive;
thence along the centerline of Palrang Drive N. 89"17'47"8. 1322.96 to apoint, said point

RE: South Palrang Subdivision
Mr. Christopher:
We are submitting on behalf of Bill Pugh, the following application; Preliminary Plat Application,
Application for Annexation, and Application for Zone Change.
South Palrang Subdivision is a residential development consisting of a 100.00' strip of land south
of Palrang Drive between Oregon Ave. S. and Montana Ave. S. Presently the land is agriculrural in
use. Irrigation facilities consist of an undergror:nd irrigation line running parallel to Palrang Drive
and a drainage ditch flowing north through the property near Montana Ave. S. Another small ditch
flows into the drain from across Montana Ave. S. Norttr of the proposed project are Palrang, and
Country Acres No. 2 Subdivisions. Both subdivisions are residential. All other surrounding lands
are agricultural. Caldwell City limits adjoin on the west. The property is presently within the
county.
Water, sewer, irrigation, roadway, and drainage will be constnrcted as a part of the development of
this project. A pre-plat meeting was conducted and proposed improvements discussed at that time.
The meeting minutes are attached and detail the improvements. The primary utility issues that exist
are drainage and irrigation. It has been agreed that roadway storm drainage can use the existing
ditch. This was pointed out as the prefened method. Some of the roadway storm drainage may
require altemate methods of disposal. The existing irrigation and drainage system will require
rerouting since it crosses proposed los and encroaches on Palrang Drive right-of-way. We will
meet with Pioneer Inigation system after the submittal of the preliminary plat. These irrigation and
drainage improvemena will be shown in the engineering plans for City review.
The steet right-of-ways dedicated are based on City of Caldwell standards. ln addition the
dimensional standards applied to the subdivision are based on the Ciry of Caldwell R-l zone.
These are compatible with the Caldwell Comprehensive Plan. Because of these reasons and
because it allows the efEcient development of a shallow parcel, annexation has been requested in
conjunction with the preliminary plat application. The zone change application is required as a part
of the annexation process. The requested R-l zone is the same as the comprehensive plan, no
variance is required. Where Palrang is to be improved full width the developer is requesting that
there be no requirement to construct the 4' sidewalk on the north side of the road.
