The majority of the clay is packaged in one-ton bags which are stretch-wrapped on pallets and loaded in railroad box-cars for shipment to paper mills across the U.S. and Canada. Recently, however, customers are requesting that material be delivered in bulk form and therefore want it loaded in railroad covered hopper cars. This, of course, requires that a supplier like CARCO have a means for loading these type cars in an efficient, safe and environmentally friendly manner. CARCO is proposing to construct a new storage silo and loading facility over the railroad spur track located directly behind the plant on Blomquist Avenue(see attached plat). In order to satisfy the height requirements of the Union Pacific railroad, the facility will need to be approximately eighty feet (80') high which exceeds the forty-five feet (45') restriction of the City of Caldwell. The new facility will enable CARCO to continue participating in the growth of the bentonite clay business and, hopefully, lead to higher employment and increased community involvement as the business grows. Since there are other structures as tall as this proposed facility already in the vicinity, we do not believe there will be any adverse effects to the surrounding areas. CARCO Mineral Resources, Inc. respectfully requests that the City of Caldwell grant a variance to the forty-five feet (45') height restriction which would allow the company to construct a storage silo and loading facility approximately eighty feet (80') high. It is also my understanding that Mr. Register has advised you that the spur track is owned by the Caldwell Chamber of Commerce and that Simplot has a long-term lease on the track. For obvious business reasons, the lease provides that Simplot virtually has control of any activity associated with the spur track. CARCO has apprised Simplot oftheir desire to construct the storage silo and loading facility and Simplot has granted them permission to proceed wirh the project. CARCO has advised Simplot that the facility will be constructed in a rnanner that will not interfere with the transportation operations of Simplot located on the south end ofthe spur. In addition, CARCO has assured Simplot that the design adheres to the guidelines fumished to CARCO by the Union Pacific Railroad.
