Call to order: Chair John Ottenhoff called the meeting to order 7:06 p.m. No one on ZO M.
Members present: John Ottenhoff, Chair, Mark Pemble, Paul Mann, Sharon Hubler and Marc
Bybee
Absent: Ann Manning, Cindy Grover, Cheyne Weston and Diana Register

Update P&Z Department: Steve Fultz, Director, welcomed Sarah Davis, on-the-job for two
weeks as Planning Tech. The Department is nearly fully staffed with Juli McCoy, Senior
Planner and Alex Jones, Associate Planner and April Cabello, long time Planning Tech.
Juli McCoy is presenting at the Caldwell City Council this evening where the subject of the hiring
of a Caldwell City Parks & Recreation Director and Budget for PBR is being considered
concurrently. Juli herself is mufti -faceted having worked for Canyon County Parks & Waterways
as an archeologist with a Masters degree in Historic Preservation Steve himself will reach out
to the Caldwell City Parks and Recreation Director when hired to seek commonalities and, in the
foreseeable future, Caldwell Pathways and Bike Routes Committee might be housed within
Caldwell P&R. Mayor Wagoner has stated that he is looking to hire P&R Director by October 1.
Bicycle helmets are no longer here for the Indian Creek Festival and, possibly, have been
passed on to the Caldwell YMCA. Marc Bybee noted that PBR needs a champion on the
budgeted line item believed to be $40,000 again and he sees some overlap between P&Z and
P&R. Note: FY'23 PBR Budget is being considered for approval by Caldwell City Council
meeting concurrently.
Old Business
(1) Highway 55 Underpass Update Steve Fultz checked with Robb McDonald and really no
update from the last meeting. Paul Mann mentioned taking a look during the comment
period at the Draft COMPASS 2023-2029 TIP (Transportation Improvement Program) for
projects associated with Caldwell and the new Highway 55 on pages 64,78 and 91.
(2) FY23 Budget — Paul who serves on the Clean Cities Coalition is aware that Republic
Services extends a rebate on fuels' excise taxes, which are allocated out to cities
serviced by Republic Trash Collection. PBR might benefit from checking it out.
Speaking of finances Steve said that Carol Mitchell, City Treasurer and Finance Director
has resigned and is going to the city of Meridian.
New Business
(1) Indian Creek Festival being held September 18-19. Steve suggested that PBR pass on
it this year while undergoing a strategy in staffing for next year. The Bike Rodeo needs
to coordinate with Caldwell Police and that needed to be earlier. FACTS (Foundation for
Ada/Canyon Trail Systems) has an information booth, which might be available for
Indian Creek Festival. Steve will reach out to Sabrina Minshall, CEO of Destination
Caldwell concerning the booth. Marc Bybee wanted to advance the idea of having a
Caldwell Twilight Criterium. Boise's, held July 8 this year, has racers who front load by
practicing around the Treasure Valley in advance of the Boise race. It is a closed loop
(square in Boise) lasting approximately 45 minutes. John Ottenhoff saw synergy in such
an event between Nampa and Caldwell.

Committee and Staff Reports:
Mark Pemble has several constructive suggestions that behoove PBR to investigate further:
Lights underpass on Linden; lighting is extremely important; riding path near Heritage School -
dodge overgrowth of trees requiring cyclist to go out onto Ustick Road; no connection to 21st yet
on continuing the bikepath by the County Fairgrounds in Caldwell. High School students, many
of whom have community service projects as part of their curriculum, helped clean up the
pedestrian overpass across 1-84, which is to be demolished. What is the new configuration of
the pedestrian overpass and how does it relate to Caldwell's pathway plan? Steve said he
would sit down with Robb McDonald who can then work with Idaho Transportation Department
(ITD.) Chair John Ottenhoff commended Mark Pemble for his observations and suggested an
incident report write-up.

Moved by Paul Mann, seconded by Marc Bybee. All voted in favor. Motion passed. The
meeting stood adjourned at 7:47 pm.
Next regular meeting is scheduled for November 17, 2022.
