THEREFORE BE IT HEREBY RESOLVED by the Caldwell Urban Renewal Agency, Idaho, that the Commission authorizes
the scope of work as hereto attached.

SUMMARYSTATEMENT.
The City has been planning to extend the effective Indian Creek Plaza area out to the west on Arthur Street
and 7'h Avenue, which would include all plaza elements (i.e. colored concrete, pavers, lighting, trees, etc.).
Cushing Terrell has completed an Architectural Plan for this area.
A scope of work for the Civil Design to be performed by Keller was approved originally by City Council
on Aug 4th, 2022 for the Plaza extension on Arthur Street and 7,h Ave. Unfortunately, there was an error in
the scope of work and only the design scope for Arthur Street was included at a cost of $19,400.00. After
the error was identified, the Staff requested a new scope of work which includes both Arthur St. AND 7'h
Ave civil design for a combined total of $37,380.00. It is necessary that is be approved by the URA because
it is URA funded.
That scope of work is attached.
RECOMMENDED ACTION.
Approve the Amendment No. 1, revising the total civil design scope of work for the 71h and Arthur Street
Improvements to be performed by Keller Associates to the total amount of $37,380.00.
All provisions of the Agreement not modified by this or previous amendments remain in effect. In witness thereof,
the parties hereto have executed or caused to be executed by their duly authorized officials this Amendment to
the Agreement on the respective dates indicated below.

The City of Caldwell plans to construct a pedestrian plaza at the end of Arthur St ear the Indian Creek
Plaza (Project). The City has engaged Cushing Terrell to provide landscape architecture and electrical
engineering services for the Project. The City was originally to provide the design for the concrete
pavement design, including grading and drainage, and to prepare the bid documents for the project. The
City has requested that Keller Associates complete the City's tasks to design the concrete pavement,
including grading and drainage.
Keller Associates ("Consultant") will provide site/civil engineering and survey services to design the
concrete pavement, grading, and drainage as indicated in the scope below.

• The topographic survey will be limited to the area of disturbance shown in th Cushing Terrell
plans. All work will be within the existing street right-of-way, and no record of survey will be
required.
• Civil engineering services are limited to concrete pavement, grading, and stormwater design. All
horizontal and material designs for the surface improvements are the responsibility of Cushing
Terrell.
• Design will be based upon the latest edition of the Idaho Standards for Public Works
Construction (ISPWC) standards and the City of Caldwell standards. Contractor sheet notes will
be used to modify the standards and CSI formated specifications will not be required.
• Drawings will be created on Keller's titleblock with fullsize sheets being 22x34; halfsize sheets
being 11x17. underground utilitiesg (e.g.,L gas, etc.],

• Construction bidding and construction agreement documents will be by the City or others.
TASK 1— PROJECT MANAGEMENT
a) Project management includes general project administration services including contract
administration, monthly project/status reports, and design coordination meetings.
b) Design Coordination Meetings:
• Three design coordination meetings with the City are included to coordinate design efforts.
These meetings include a kick-off, 60% Design, and 95% Design
• Attendance at these meetings will include the project manager and one other engineer
TASK 2—TOPOGRAPHIC SURVEY
Conduct a topographic survey of surface features, visible utilities, and other utilities identified
by a utility locator. This task includes research of monuments that may be disturbed within the
work area and research of existing property lines/right-of-way. Survey control benchmarks will

also be created. A topographic drawing will be created and stamped by a professional land
surveyor. This drawing will be included in the drawings created by Keller Associates.
Hold a base -map -in -hand field meeting with Keller and
City staff, to confirm existing topographic features and

a) Coordinate with Cushing Terrell: Meet with Cushing Terrell to understand their design and to
obtain CAD files. Adjust their CAD site plan files to fit the topographic survey.
b) Stormwater Analysis and Design: Evaluate and design stormwater facilities to address stormwater
management along the proposed improvement.
c) Concrete Pavement and Grading Design: Develop the grading design for the plaza improvement
area, including sidewalks and roadway portions. Design the concrete pavement section.
d) 60% Design Review Meeting: Attend a review meeting of the 60% Design review package with the
City of Caldwell. Following the meeting, prepare a list of review comments and actions to be taken.
Assumptions:
• The review meeting will be held with the City of Caldwell, either virtually or in person,
with up to two Keller Associates staff.
• One set of consolidated comments from the City of Caldwell.
