Re: SUP-21-02, Rojas Triplex

The Engineering Department provides the following comments on a request by Rojelio &Tonya
Rojas for a Special Use Permit to construct a triplex on 0.25 acre parcel located on the northeast
corner of S. Montana Avenue and E. Oak Street.
Development Plans
1. Development Plans— Prior to commencing construction, and as part of the building permit
submittal/review process, plans must be prepared by the developer's engineer and approved
by the City Engineering Department which shall include the following items:
a. Sidewalk(sidewalk width based on street classification);
b. Sanitary sewer(per City and DEQ requirements);
c. Potable water(per City and DEQ requirements);
d. Stormwater facilities (per City requirements/storm water manual);
e. Street lighting (per City standards);
f. Vertical Datum based on NAVD 88 Datum.
General
1. The Applicant is to employ a responsible design professional, preferably the engineer of record,
to oversee and inspect construction, to perform and/or observe all requisite testing of
completed facilities, and to certify that improvements have been constructed according to
approved plans and in compliance with applicable City, State, and Federal standards.
Access
1. Access for the triplex structure shall be taken from the alley adjacent to the subject property.
Access to/from S. Montana Avenue is prohibited.

Street
1. Applicant shall remove and replace any broken, dilapidated or failing curb and gutter.
2. Applicant shall construct:
a. Seven-foot(7')wide sidewalk along the full frontage of Montana Avenue.
b. Five-foot(5')wide sidewalk along the full frontage of Oak Street.
c. Directional pedestrian ramp crossing E. Oak Street.
i. Additional right-of-way at the corner may need to be dedicated to the City to
accommodate sidewalk constructed around the existing gravity irrigation
box if sidewalk is designed to fall outside the existing right-of-way.
3. Applicant shall coordinate with the United States Postal System to determine a cluster mailbox
unit location. Said location shall be interior to the site and shall be located in a manner that will
not impact S. Montana Avenue or E. Oak Street.
Water
1. If the triplex is constructed to include individual units that could feasibly or will be sold
separately, each unit shall be serviced separately
Sanitary Sewer
1. If the triplex is constructed to include individual units that could feasibly or will be sold
separately, each unit shall be serviced separately
Irrigation
1. Applicant shall provide a pressurized irrigation in accordance with Caldwell City Code.
Storm Drain
1. Provision is to be made for the disposal of stormwater drainage in accordance with the City
Stormwater Management Manual and any updates adopted subsequent to this application. A
copy of this policy is available on the City's website and/or upon request. The engineer of
record is to provide calculations, which indicate that the assumptions in their stormwater
drainage plan comply with the requirements of the stormwater manual. If a storm water system
is existing, the burden of proof is on the developer to verify the capacity is sufficient for the
proposed development.
2. Storm water detention basins are required to remain on-site and are to be operated and
maintained by the Applicant and/or the business/homeowners association/etc.
3. There is to be no discharge of storm water overflow into any existing City owned public
infrastructure.

From the Building Safety Department's perspective, I have no pressing concerns with this. This project as described will
be classified as a commercial building permit as it is a tri-plex proposal. Therefore it is more of a land use issue, in my
opinion, based on the information provided. This means fire suppression and everything relating to what the Building
Code classifies as an R-2 Occupancy Group or Use.
