Caldwell Planning & Zoning - Conference Room 621 Cleveland Blvd, Caldwell, Idaho Call to order. Chairperson Lyons called the meeting to order at approximately 6:30 p.m. Members Present. Randy Lyons, Nicole Bradshaw, and Julie Best. Members Absent Steve Maughan, Sue Sch^r, and Renee DeHaas. Others Present Jerome Mapp, Planning & Zoning Director; Mike Kindall, Applicant and April Cabello, Planning Technician. Others Absent. Diana Register, City Council Liaison. (ACTION ITEM; APPROVE MINUTES). MOVED by Best, SECONDED by Bradshaw to approve the Caldwell Historic Preservation Commission minutes of the meeting held on Jime 22,2022 as printed. MOTION PASSED (OLD BUSINESS) (ACTION ITEM: CERTIFICATE OF APPROPRIATENESS INTERVIEWS) Continued from March 23,2022 hearing: — Case Number CA-22-01 a request by Mike Kindall for a Certificate ofAppropriateness to construct a new single- family dwelling on a vacant lot, parcel # R0126000000. This site is located at 1609 Blaine Street. April Cabello, Planning Technician, 621 Cleveland Blvd., Caldwell, ID presented the staff report. Ms. Cabello shared with the commission that the applicant submitted to the Planning and Zoning Department the sample material for the roofing, siding, trim, corbels, soffit, and a window similar to what will be used. On the 19^ of April, the applicant notified Planning and Zoning they were not going to have the required site plans by the deadline. A meeting took place on April 23"^ with the applicant to review requirements by the commission. On /^ril 28"^ the applicant submitted revised site plans, floor plans and elevations. Ms. Cabello indicated the revised site plans show side yard setbacks fi-om six feet (6') to nine feet six inches (9'6"). The front yard setback changed from twenty feet (20') to twenty-one feet (21'). The applicant will be allowed to discuss the difference of the square footage. Ms. Cabello mentioned that the commission asked for information regarding surrounding homes. Engineering Department went on site and determined that at 1601 Blaine St., there are two structures on that parcel. There is a 4-plex that is twenty-three feet (23') in height and is two thousand-four hundred and twelve square feet (2,412). The 3-plex in the rear is twenty-one feet (21') in height and one thousand six- hundred and forty four square feet (1,644). She believes that is the one on the comer. The house next to the vacant lot on 1615 Blaine is fourteen feet (14*) in height and is one thousand one hundred-thirty six square feet (1,136) per our Engineering Department. It appears to resemble the revised site plan and floor plan iat the applicant has submitted. Commissioner Bradshaw inquired about a staff comment concerning the floor plan. One room is labeled as casita. Ms. Cabello indicated the plans show there is a casita that will need to be removed. It can be a bedroom but it cannot have an apartment or a studio because it is an R-1 zoning designation. At one point it was changed to a Page 1 of 7 Caldwell Historic Preservation Minutes 07/13/2022
