The Engineering Department request that the earlier comments stand with regard to this preliminary plat subject to the following changes: The developer is proposing a realignment of Owyhee Lane into Tinnin Lane with acceptable transitions. A decision on the need for additional right-of-way for Owyhee Lane may appropriately be deferred to a time when the ProPerty south of that right-of-way develops. The easements shown on the latest version of the preliminary plat are acceptable with the exception that the easement designated along the west boundary of the plat, is reserved as a temporary access easement. It should also provide that public utilities, drainage and irrigation facilities may be located there. 10.The temporary access easement along the west boundary of the subdivision does not specifu the conditions under which it end. The Engineering Department suggests that completion of facilities for Phase II result in termination of the easement (if it is ever created). 11.The preliminary plat does not address the issue of residential access from Florida Avenue. 73.The providing of 2o foot radii at street intersections has been addressed on the preliminary plat with the exception of Lot 1 of Block 2. The latest version of the preliminary plat has clarified some items with regard for phasing. DEVETOPMENT PIANS - Prior to submittal of the final plat, plans must be prepared by the developerts engineer and approved by the City Engineering Department which include the following items: I 2 1 wtsw Pa- r Re: l"rpr*rffi 1 a. Street section and alignrnent (including curb and gutter) b. Sidewalk 6-foot width on Florida and 4foot widths on other streets) c. Sanitery sewer (per City and DEQ requirements) d. Potable water (p,er City and DEQ requirements) e. Stormwater facilities ( per City requirements) f. Street lighti"g (must meet Idaho Power design standards plus conform identically to the lamp, ballast and sensor switching equipment used by Idaho Power) g. Street signage (per City and MUTCD requirements) h. Irrigation system (per Canyon Hill Irrigation District requirements) The developer is to employ a responsible design professional, preferably the engineer of record, to oversee and inspect construction, to perform and/or observe all requisite testing of completed facilities, and to certifu that improvements have been constructed according to approved plans and in compliance with applicable City, State and Federal stan&rds. Prior to corrunencement of construction in any dedicated right-of-way, or constnrction of any improvements intended for dedication to the City, the City Engineering staff are to be notified. This preferably would take place in a pre- consruction conference scheduled by the engineer of record in which all appropriate personnel and utilities are present. Appropriate Ciry personnel are to be notified in advance of all testing (lncluding compaction, pressure, and coliform, etc.) and given opportunity to be present during conduct of the tests. The engineer of record or his designated representative is to witness all tests, and a log of inspection visits and testing results is to be kept by the engineer of record or his representative. a As noted previously, provision is to be made for disposal of stormwater drainage in accordanie with the City's stormwater Policy. A copy of this policy is available upon request. The engineei of record is to provide calculations which indicate the assumptions in his storm drainage plan meet the City's storm drainage policy. For any off-site discharge, written approval from the agenry responsible for the receiving water body is required before final plat approval. The development is to include a Pressure irrigation system. The design of this pressure irrigation system is to be reviewed and approved by Canyon Hill Irrigation birtri.t ".td " letter obtained indicating their approval of the design. This letter of approval must be completed and submitted to the City before final plat approval. Prior to final plat approval, the developer is to provide a deed of right-of-way to Owyhee lane for property in possession of the developer, and which fronts on the proposed subdivision. The total right-of-way width for owyhee Iane is 56 feet. The easements shown on the preliminary plat do not comply with the Subdivision Ordinance. The basic requireinents are '-foot easement widths on side lot lines and 10-foot easements adjacent to pubtc streets. It is also strongly recommended that 10- foot easemen* be provided at the subdivision boundary and rear Property line. AII street, sewer, water, fire protection and street light facilities must be dedicated to the City. Some conveyance facilities for stormwater drainage may be eligible for dedication to the City. Upon recor&tion of the plat, the Engineering DePartment is to be provided a reproducible copy suitable for blue line reproduction. The preliminary plat shows a 20 foot strip along the I0est boun&ry of the subdivision that has no lot designation or indicated use and is too naffow to be right- of-way. Further clarification is needed. Florida Avenue is designated as a collector street which means that it is intended to car4/ more traffic that a residential street. The Engineering Departrnent requests that every reasonable effort be made to keep lots from taking access from Florida Avenue. Prior to approval of the final plat, subdivision facilities must be completed or appropriate construction security provided. There may be temporary restrictions to the obtaining of building pemits, even with accePtable construction securit/, depending on fire protection and emergency service requirements. All facility construction must be complete before allowing occuPancy in any residence. At the intersections of streets, lot comers are to be provided with 2O-foot radii. o 4 5 6 7 8 9 11. 10 2 13. The preliminary plat shows sewer manholes off the street centerline, The Engineering Department requests that manholes and sewer [nes be located on street centerline and unless technically impractical. In compliance q/ith City code the required improvements on Owyhee Iane would be curb, gutter and sidewalk on one side plus paving 1/2 the normal street width plus71/2feet. The preliminary plat indicates phasing is being considered. more information needs to be provided on the phasing plan. is Block 2 part of Phase I or II? How are utility and streets to be phased?
