The site is located south of Marble Front Road and east of N Georgia Ave. 1 Development Pl ans Development Plans - Prior to commencing construction, plans must be prepared by the developer's engineer and approved by the city Engineering Department which shail include the following items: a. Street section and alignment (including curb and gufter); b. Sidewalk (4 foot on Georgia Ave and Loma Aho Ave); c. Sanitary sewer (per City and DEQ requirements); d. Potable water (per City and DEQ requirements); e. Stormwater facilities (per City Policy); f. Street lighting (at intersections and maximum spacing of 350 feet and must meet ldaho Pow.er design standards plus conform identically to the lamp, ballast, and sensor switching equipment used by ldaho Power or City Engineer approved altemative); g. Street signage (per City and MUTCD requirements); h. lnigation system (per Caldwell Municipal lnigation Districl requirements); i. Vertical Datum based on NAVD 88 Datum. Page 1 ofS \\-r o o General 1 . Easements for Utilities should be 10 feet wide along street frontage and each side of back lot lines and 5 feet wide on interior lot lines. A 10 foot wide pressure inigation easement should bereserved for selec{ interior lot lines. Refer to the cities subdivision oidinance .l .1-03-06 (1). 2. Appropriate easements for drains, canals or supply ditches, transmission lines, and other utililies shall be clearly indicated on the face of the plat (visually and/or in writing). 3 All street, sewer, water, flre protection, and street light facilities must be dedicated to the City.Some conveyance facilities for stormwater drainage may be eligible for dedication to the City. 4. Construction of facilities to be dedicated or that fall within public right-of-way shall be performed by an appropriately licensed public works contractor and construct,ed to City of Caldwellspecifications. 5. Prior to commencement of construction in any dedicated right-of-way, or construction of any improvement intended for dedication to the city or connect,ed to a city facility, the city Engineering staff is to be notified. This preferably will take place in a pre-construction conference scheduled by the engineer of record in which ail appropriate personnel and utilitiesare present. Appropriate City personnel are to be notifled in advance of all testing (including compaction, pressure and coliform, etc.) and given opportunity to be present duriij conduct ofthe testing. The engineer of record or his designated representative is to witness a]l tests and alog of inspection visits and testing results is to be kept by the engineer of record or his representative. 6. The developer is to employ a responsible design professional, preferably the engineer ofrecord,lo oversee and inspect construction, to perform and/or observe ill requisite testing of completed facilities, and to certify that improvements have been constructed according toapproved plans and in compliance with applicable city, state, and Federal standards_ 7 . The engineer of record shall be held responslble to ensure that subdivision improvements arein substantial compliance with said engineer's design. Following the construction of thesuMivision improvements, the developers engineei shall providl the city of caldwell Engineering Department with reproducible Mylar As-built plans suitable fbr blue-line reproduction for future reference and to establish that the engineer of record has caused construction to occur in substantial compliance with the design of said engineer of record. 8. All common lots shall be cleady designated as such on the Final plat. 9. Any note, item or drawing element on the plats, construction drawings, engineering drawings and/or design drawings related to the property inconsistent with city code;, policils and/or Ordinances shall not be constructed as approved unless specifically addressed and granted byCity Council as a variance. Riqhts-of-Wav l Georgia Ave is a non classified street. The applicant shall be required to dedicate as public right-of-way a thirty (30) foot one-half width rightof-way along the Georgia Ave frontage (minus existing) to meet City of Caldwell requirements. Page 2 of 5 o Loma Alto Ave is a non classified street. The applicant shall be required to dedicate as public righlof-way a fifty-six (56) full width right-of-way along the interior atignment and a thirty-three (33) foot one-hatf width righlof-way along the border alignment to allow for a two directional flow of traffic. The proposed alignment of Loma Alto Ave shows it adjoining an existing improved roadway out side of city limils. This roadway shall be dedicated as public right-of-way cr an ingress/egress easement provided. Right-of-way or easement width shall be a minimum of fiffy-six (56) feet. A note shall be placed on the Final Plat indicating that all rights-oFway are to be dedicated to the public. o 2 3 4 Street 1 . Any sections of the existing frontage improvements along the Georgia Ave alignment that are reconstructed, in disrepair or do not meet city standards shall be brought up to meet these standards including 4 foot sidewalks, sub-base and asphalt paving, required storm water drainage facilities and streetlights. Water 2. The applicant shall improve the interior alignment of Loma Alto Ave to include a 37.0-foot street section from back of curb to back of curb. The applicant shall improve the border alignment to include an 18.5 foot one half width street section from centerline to back of curb plus 7.5 additional feet totaling 24.0 feet of pavement to provide a two directional travel surface. The street shallfeature standard rolled curb or 6" vertical curb and gufter, 4 foot sidewalks, sub-. base and asphatt paving, required storm water drainage facilities and streetlights. This street shall termanate in a culde-sac of a circular right-of-way, fifty-five feet (55,) in radius with an improved traffic tuming circle frfty feet (50') in radius if public righlof-way dedication or the provision of an easement to the adjoining street outside the city llmits to the south is not provided. 1 The location of water service, including sizing of mains, providing of easements, frontage construction, and ofisite construction are to be decided during review of improvement plans. This development will be required to comply with the Water Master Study. City standards require that all new developments construct 12- inch water lines along all seciion and quarter section lines 2. All on site water mains Wll need to be looped into existing mains for fire flow and water quality purposes. lntemal main sizing and construction plan approval, will be dependent upon the availability of fire flow- 3. The applicant will be required (where applicable) to extend all water mainlines to the center of adjacent roadways for connectivity by future developments. Locations of said extensions will be decided during the review of the improvement plans. Page 3 of 5 Sanitarv Sewer 1 2 o o The location of sewer service, including sizing of mains, providing of easements, frontage construction, and offsite construction are to be decided during review of improvemeni plans All weather surfaces may be required adjacent to mainlines that iall outside pruti" rignt-or-*"y.- Any easements for sewer lines not in the right-of-way shall be at least 20 feet in width. Easements for adjacent sewer and water lines not in the right-of-way shall be no less than 30 feet in width. The applicant will be required (where applicable) to enend all sewer mainlines to the center of adjacent roadways for connectivity by future developments. Locations of said extensions will bedecided during the review of the improvement plans. lrriqation 1. The developer shall maintain any existing upstream drainage rights and downstream irrigation. water supply rights across the property. During the disign phase of this project, the developer or his engineer is to contact the appropriate irrigation district to help ascertainthese rights- These rights shall be shown in full, topographically, and submitted for reviewalong with the developments proposed construction drawings. Appropriate facilities toconvey irrigation and drainage water across the property to taie care of any offsite needsshall be included. There is to be no discharge of gravity irrigation return water into thesubdivision storm water system. 2. The development is to include a non-potable water pressure irrigation system. The design of this presslre inigation system is to be reviewed and approved by the caldwett Municipai lnigation District prior to construclion ptan approval. lt shall be required that the system will be operated and maintained by the Caldwell Municipal lnigation District. 3 Lette(s) are to be obtained frofi the appropriate irrigation district(s) indicating theirconcurrence with the design and facilities that preserve any upstream drainage rights anddownstream irrigation water supply rights crossing the propLrty and indicating-an idequatecontinuous irrigation supply flow is available to meet the pressure irrilation system requirements. 4. Supplying irrigation district shall approve the location of the delivery point and the design ofany structure intended for construction within their facilities. Said construction shall occurwithin the districts seasonal time parameters. 5. The applicant shall transfer a proportionate share of any existing water right(s), except those held in trust by an inigation distrid, to the City of Caldwell for both inigation and domestic water supply for the subiecd development. lf this should occur, The City shall assist in registering thetransfer. Storm Drain 1 As noted previously, provision is to be made for the disposal of stormwater drainage in accordance with the Gity Stormwater Management Manual and any updates adopted subsequent to this application. lt is to be noted that retention designs wilt be denied in most Page 4 of 5 a o instances. A copy of this policy is available upon request. The engineer of record is to provide calculations, which indicate that the assumptions in his stormwater drainage plan comply with the requirements of the stormwater manual. For any off-site discharge, approval for design of the outfall from the agency responsible for the receiving water body is required before final plat approval. 2 The applicant shall identifo and retain all historical drainage discharge points from the prop€rty for the purpose of draining on site stonn water detenticn facilities. Plat 1. Prior to approval of the final plat, subdivision facilities must be completed or an appropriate construction security provided. There may be temporary restrictions to the obtaining of building permits, even with acceptable construction security, depending on fire protection, emergency service requirements, and City approval of the sanitary sewer system. A 50% temporary restriction to obtaining of building permits will be enforced until all facility construction has been completed, inspected and certified by the developers engineer including all punch list items. All facility construction must be complete before occupancy will be allowed in any residence. 2. Upon recordation of the plat, the Engineering Department is to be provided with a reproducible Mylar copy of said document, suitable for blue line reproduction. 3. An eleclronic copy of the Final Plat suitable for mapping and addressing purposes will be required with Final Plat submittal. Page 5 of 5 3. The final plat drawing should indicate that storm water detention basins are to be placed in common lots located within the proposed plat boundaries in accordance with the referenced Stormwater policy. A note should be placed on the final plat indicating that all areas designated as common areas are to be operated and maintained by the home owners association.
