We have a number of concernr about this subdivision which will be behind our house. 1. They are planning to put in a fence and green path which will actually be on the irrigation easemetrt. They will be using 23 feet out ofthe 50 foot right away which makes it questionable that the equipment that the irrigation district uses to clean the Solomon Slough can get in to clean the ditch. We were informed that we could not place anything permanent otr thrt elsement. 2. Commercial Property to be fronting Laster Lane of which does not exist therefore the Commercial Traffic will have to go through the subdivision from Cherry Lane. There is talk that Laster Lrne will he extended from Middleton to Midland but there is no right of way bought for that. Until that lrne is extended all tralfrc will have to go onto Cherry Lane. That means that Cherry Lane will have to take between 3fi)- 4fi) additional cars everyday. If they go west they have a dangerous S curve fronting on Middleton Road where there is already many accidents. And sometimes they don't make the curve because they are going to fast If they go east down Midland they elso have a very dangerous curve and stop at Karrher where you cannot get across because ofthe traffic. And there are many accidents there also. Ifthey continue east on Cherry Lane to get to the freeway there is a sec{ion of road at the railroad tracks thrt was not repaired and is already breaking up. 3. Another s€rious concern is the overcrowding of the schools until new ones are built. With lll homes figuring only 2 children per home that is an additional 222 students going into the Vallivue Syrtem which is already overcrowded. 5. Our country life will be no more with the Subdivision. With the street lights, house lights, barking dogs, screaming kids, trafiic noise- It has been nice and quiet and dark for 30 yeart we have been here" And my view of the mountains will be gone, It has been really nice. Box I177 Caldwell, ID 83605 Dear Sirs: We are writing in response to your notice ofpublic hearing on October 15, 2003 concemirg case nos. ANN-83-03 and SUB-92P-03. We strongly oppose putting in Stiehl Creek Subdivision. We live on Cherry lane and the subdivision would be directly behind our property. We have several reasons why we don't like the idea of putting in this subdivision that we will try to explain for you. First ofall, the latest plans have been changed from the original proposal. Originally, there was only going to be around 86 houses and now there will be 107 plus 4 commercial lots. We feel this is way too many houses for this area and we have not heard what the commercial lots are to be. which worries us. Secondly, we are currently in the Nampa impact area and this proposal is for the subdivision to be part of the City of Caldwell. This is defrnitely a Nampa area and we are not even close to Caldwell. If you let this subdivision be part of Caldwell then this area is going to be so patch worked together that it will be hard to tell what city you are in. We are afraid that if our area is put in the Caldwell city limits that our ta.xes will raise. Next, there is already a lot oftralfic on this section of Cherry lane which dead ends at Middleton road. Putting a subdivision of this size here would greatly increase the already over used road. There are a lot of big trucks that use this road and we already worry about the children on this road and more community tralfic would increase the danger. There are already many accidents where cars pull onto Middleton road from Cherry lane because of the overpass and the number ofaccidents would probably increase with more traffic. School overcrowding is also an issue. East Canyon Elementary and the Vallivue Middle and High schools are already over capacity. A subdivision ofthis size would force the district to build more new schools or put in many portables. They expanded East Canyon PP .S o oO within the last two years and built Birch Elementary and both schools are already over crowded. Since the school year has started they have had to hire more teachers because there has been more kids than expected. Another serious concem is the irrigation easement for Solomon Slough. According to the plans, it looks as though the fence line for the subdivision doesn't leave room for the existing dirt road which is use.d by big equipment to clean the ditch yearly for the past 30 years. There is no access for this equipment on our side of the ditch. We feel that bringing new people into our little area will also bring increased crime as bigger populated areas historically do. These subdivision people may also complain about things that we have lived with in this area for the past 30 years. For example, planes flying over for the Caldwell airport, the Sugar Factory and Simplot smells, the dust and noise from the farmers. In conclusion, we feel that the proposed subdivision would not be an asset to this area because of the stated reasons. We, along with our neighbors, strongly oppose a subdivision that would bring the City of Caldwell to this are4 as well as upset a way of life that has existed for us for 30 years. Please strongly consider the points that we have brought up before you approve Stiehl Creek Subdivision.
