This attached Task Order # 1 is supplemental to the Master Agreement between the City of Caldwell and
Consor North America, Inc. and approve Consor North America, Inc. to proceed on design for the public
parking lot located at 510 Arthur Street in Caldwell. Consor North America, Inc. has been approved to
perform engineering design work for the City based on a pre -selection qualification process consistent with
State Code.
RECOMMENDED ACTION:
For Urban Renewal to approve this Task Order # 1 to the Master Agreement between the City of Caldwell
and Consor North America, Inc. (Murraysmith) for engineering design services for the parking lot located
at 510 Arthur Street in downtown Caldwell.

SCOPE OF WORK

CITY OF CALDWELL
Introduction/General/Background
This Scope of Worl< is for Professional Services between Murraysmith (CONSULTANT) and the City
of Caldwell (CITY). This scope is to design a new parking lot at the intersection of 51h Avenue and
Arthur Street. The terms of this work shall be in accordance with the Murraysmith Standard Full
Service Agreement.
Project Understanding and Assumptions
The City of Caldwell is looking to make revisions to an existing parking lot located at the southeast
corner of 51h Avenue and Arthur Street. Currently the City is planning demolishing an existing
building that was located along the south edge of the parcel and will be extending the existing
parking lot on the north side into Arthur Street and the south side where the existing building used
to reside. As part of this work, Arthur Street will be revised to continue to allow vehicle access
from Arthur Street.
The project will include the layout of the new parking lot, landscaping, irrigation, storm water
management, parking lot lighting, and alley way improvements.
The following scope of work is for site investigation, to include survey, concept design, design
development, and services during construction.
Scope of Services
Consultant will perform the following services.
Task 1-Project Management
1.1 In Reports
Consultant will prepare monthly invoices, including expenditures by task, hours worked by project
personnel, and other direct expenses with the associated backup documentation. Monthly status
reports will accompany each invoice.

1.2 Coordination with the Owner
Consultant will maintain communication with the City through meetings via voice, email, and fax
communication.
1.3 Management and Coordination of Staff and Subconsultants
Consultant will manage and coordinate the technical and scope issues of the overall project.
Progress meetings will be conducted as appropriate. In addition, a Health and Safety Plan (HASP)
will be created that is custom to this project.
Task 1 Deliverables
■ Consultant shall deliver to the City of Caldwell a monthly invoice and status report
covering.
o Worl< on the project performed during the previous month.
o Meetings attended.
o Problems encountered and actions taken for their resolution.
o Potential impacts to submittal dates, budget shortfalls or optional services.
o Budget Analysis.
o Issues requiring project team action.
Task 1 Assumptions
■ Consultanfi assumes a Notice to Proceed date by June 2022,
■ Consultant assumes one (1) two-hour meeting/site visit with the Consultant's Principal -in -
Charge and Project Manager and the City of Caldwell Project Manager,
■ Project duration (design) will be 2 months for design and assumed 4 months for
construction, therefore it is assumed that there will be up to 6 progress payments/status
reports,
Task 2 —Site Investigation/Data Collection
Murraysmith will attend an onsite meeting with the City to review the project scope and to
observe the existing conditions. Murraysmith will coordinate with the project surveyor on their
contract and scope of work. The survey shall provide the following.
■ All found monuments
■ Contours at 1 foot intervals

■ Spot elevations of all noted surface features (curb lines, road centerlines, property lines,
pipes, culverts, low points, grade breaks, sidewalks, concrete, building floor elevations,
etc. ),
■ Arrange for Digline utility locates,
■ Utility sizes based on utility provided information and surveyed information,
■ Location, sizes, and invert elevations of sewer and storm drains,
■ Locations of water, gas, phone, power, and cable utility lines, poles, pedestals, and risers,

■ PDF and CAD versions of the survey.
Task 2 Assumptions
■ It is assumed that stormwater will undergo water treatment but then will discharge either
to the old buried Indian Creek channel by draining to the existing drain located on the
property to the south/east or will connect to the existing storm system located within
Arthur Street that then discharges to Indian Creek. Stormwater retention is not planned
at this time, therefore, a geotechnical investigation is not required to establish infiltration
rates.
Task 3 —Concept Design
Murraysmith will develop a concept layout for the new parking lot based on discussions with City
staff during the initial site visit and as described in the original project definition email provided by
the City. Murraysmith will then work with City staff to refine the concept based on City feedback.
It is assumed there would be two (2) iterations of changes associated with City comments. It is
not anticipated that there will be a review meeting with the City to discuss changes to the concept
pIan.
Task 3 Deliverables
■ PDF of the concept layout of the parking lot.
Task 4 —Final Design
Consultant will develop and provide a design for a new parking lot that is assumed to include:
■ Site layout of improvements and parking stalls
■ Alleyway improvements
■ Site grading

■ Site stormwater management improvements
■ Site landscaping and irrigation plans
■ Site lighting plan
Consultant will prepare 90% and 100% design packages. Both packages will include the following:
■ Various plan sheets to address existing conditions, site improvements, alleyway
improvements, site grading and drainage, site landscape improvements, and site lighting,
■ Notes and Details specific to the project,
■ Front End contract per the 2020 Idaho Standards for Public Works Construction (ISPWC)
version of the 2018 Engineers Joint Contract Documents Committee (EJCDC),
Consultant will submit the 90%design package for City review and then attend a meeting with the
City to discuss review comments. Consultant will develop the initial EJCDC contract to be reviewed
by the City of Caldwell for compliance.
Consultant will prepare the 100% design package based on the 90% review comments provided
by the City.
Task 4 -Deliverables
■ PDF of the 90% review plans
■ PDF of the 90% Front End Contract
■ PDF of the 90% review meeting notes
■ PDF of the 100% Construction Documents (plans and front end specifications)
Task 4 -Assumption
■ Technical specifications will not be developed for this project. ISPWC and City of Caldwell
supplements to the ISPWC shall be referenced wn the drawings,
■ Pavement sections shall be based on City of Caldwell standard pavement sections,
■ Site lighting shall connect to existing lighting circuit in Arthur Street,
■ Irrigation shall connect to the existing water service that supplied the existing building to
be demolished,
■ Alleyway improvements shall include paving a valley down the center of the access and
draining back to 5t" Avenue,
■ This scope of work does not include the study of the capacity of the existing storm drainage
system and therefore assumes that the existing system is adequately sized to include
drainage from the proposed improvements (this includes both the old underground Indian
Creek channel and the existing discharge to Indian Creek),

■ This project shall impact less than 1 acre and therefore does not anticipate the need for a
NPDES permit through the State of Idaho. The project shall provide a general Erosion and
Sediment Control Plan for bidding purposes but it shall be the contractor's responsibility
to provide the necessary documents to satisfy all Temporary Erosion and Sediment Control
needs through the City of Caldwell and/or any other agency.
Task 5 —Services ®uring Construction
It is assumed that construction will take approximately four (4) months to complete

® Review technical submittals from the Contractor,
® Respond to Contractor request for information (RFI),

Task 5 —Assumption
The
■ Consultant will not supervise, direct, control, or have authority over or be responsible for
means, methods, techniques, sequences, or procedures of construction, or the safety
precautions and programs employed by the Contractor's staff performing construction of
the project. Consultant will not be responsible for any failure of construction personnel to
comply with laws and regulations applicable to the performance of the work,
® Services during Construction do not include a detailed review of Contractor payment
submittals, Consultant will provide comment to progress payments as requested by the
City. Final approval of payment application is by the City,
Construction staking and as -built survey will be performed by the contractor.
There are no meetings or site visit anticipated for this task. If Consultant is required to
attend a meeting or site visit, that effort will be billed as a time and expense.

Budget
Payment will be made at the Billing rates for personnel working directly on the project, which will
be made at the Consultant's Hourly Rates, plus Direct Expenses incurred. The overall project
budget, outlined in Table 1, has been developed using 2022 rates. Subconsultants, when required
by the Consultant, will be charged at actual costs plus a 10 percent fee to cover administration
anA overhead. Direct expenses will be paid at the rates shown in the table below.
Expenses incurred in-house that are directly attributable to the project will be invoiced at actual
cost. These expenses include the following.

Assuming a notice to proceed by June 10, 2022, the Consultant will work to provide 100%
Construction Documents by July 29, 2022, depending on when the survey becomes available. The
Consultant will make every effort to complete the work in a timely manner; however, it is agreed
that the Consultant cannot be responsible for delays occasioned byfactors beyond its control, nor
by factors that could not reasonably have been foreseen at the time this scope of work was
executed.
