Caldwell Planning & Z,oning - Conference Room 621 Cleveland Blvd, Caldwell, Idaho Call to order: Chairperson Lyons called the meeting to order at approximately 6:30 p.m. Members Presetrt. Randy Lyons, Sue Schaper, and Julie Best. Members Absent, Renee DeHaas, Steve Maughan and Nicole Bradshaw. Others Present Jerome Mapp, Plaruring & Zoning DAector; and April Cabello, Planning Techniciar Others Absetrt Diaua Register, City Council Liaison. Mr. Mapp expressed concem aboul the number of conrmission members in attendance. Ms. Cabello responded &at pursuant to the City Code, there must be 50% of the Caldwell Historic Preservation Commissioners present for I quorum. A quorum was present for tonight's meeting. (ACTION ITENI: APPROVE MINUTES) MOVED by Best, SECONDED by Schaper to approve the Caldwell Historic Preservation Commission minutes of the meetitrg held on March23,2022 as printed. (OLD BUSIN'ESS) (ACTION ITEM: SET GOAIS / FIVE (s) YEAR PLAI{) Commissioner Lyons spoke about the groMh in Caldwell and especiatly within the historic residential district portion of Caldwell. There is potential in making the Caldwell Historic Preservation Commission (CHPC) a much more visual entity. Commissioner Best inquted if the City ofCaldwell 2040 Comprehensive Plan includes any reforence to the CHPC and is the goals within the Plan align with goals and initiatives of the Commission. Commissioner Lyons reported that he lives within the SteuDenberg Residential Historic District. He has observed con-firsion by the residents conceming the expectations and requirements of residents. This matter has been addressed with the local Real Estate Association and the Chamber of Commerce. Ms. Cabello mentioned that there are multiple signed placed through the Steunenberg District identi$ing the boundaries. When someone closes on a home, there is acknowledge of being located wifhifl the Steunenberg District on the legal description, She noted that she has provided realtors with appropriate information regarding the historic residential district. She recommended havi-ng neighborhood meetings with the residents and the Historical Prcservation Commission to educate them on such issues. Commissioner Lyons asked for clarification regarding potential conflict of interest as a homeowner and (as a residetrt) seritrg on the CHPC. Mr. Mapp stated there is a potential conflict inasmuch as there could be violations in discussing City business outside ofan official meeting. B a APP BOVED Page I of5 CaldwelI Historic Preservation Minutes 06/22/2022 Ms. Cabello suggested the open forum meeting similar to neighborhood walks, which are posted, It could be noticed as a sp€cial meeting held within the boundaries ofthe residential district. Mr. Mapp expressed concern with conducting on-site meetings where Commissioners members would be present thus forming a quorum. He advised that legal counsel be sought to clarifi the notice and agenda provisions for such a meeting. Commissioner Lyons expressed concem with the lack ofupkeep for landscaping and st ucture maintenance by the homeowners. Could a "Spring Clean-up" event be scheduled specific to ttre Steunenberg Residential Historic District to address such issues? Ms. Cabello inquired if such an event could be scheduled outside of the cornmission on a personal level Mr. Mapp responded that legal counsel should be consulted for clarification. Commissioner Lyors responded that such an event could be advertised by word ofmouth among the residents. Discussion followed concerning how to organize and plan for such an event. Comrnissioner Best inquired as to the process that would be followed in order to create a five (5) year plan. Mr. Mapp noted that historic preservation under the Local Land-use Act references the City as a whole. He suggested that points to discuss would be the reasons why a Historic Preservation Commission was put in place and how decisions are made by this body that potentially influence other portions ofthe City Code. There are goalVobjectiveVpolicies that should contitrue to give dLection to the Historic Preservation Commission. Ms. Cabello spoke in response to questions from Cornmissioner Best. She explained thar in the past the CTIPC has scheduled meetings or workshops as a guide to discuss various topics. The public may attend such meetings. Cofixrissioner Best recommended that a workshop be scheduled to discuss the goats and objectives ofthe CHPC. Mr. Mapp noted that it shouldbe det€rmined ifthe Commission is interested in setting specific goals and objectives. There is a lack of a written documentation that idetrtifres now historic sites and areas affect tourisrn within the community. Tourism and historic preservation go hand in hand. Citizens drive around the country for the purpose of viewing historic sites. Inviting other local historians with their knowledge of historic areas could be included in such a document. Ms. Cabello suggested that Dan Everhan from the Idaho Historic Preservation Office be invited to a workshop session to provide suggestions on goals for a five (5) year plan in a worlshop setting. Commissioner Best concurred with the suggestion. Conmissioner Scbaper recornmended that consideration be given to preserving the history ofthe regiou. Because so much is rapidly changing, capturing the history in multiple stories and narratives thereby making history exciting. We have the immigrant community where people have come to work in the fields. Fonner students bave reported on homes where their grandparents boarded furunigrant workers. Identirying the history and the diflerent stories rnake Caldwelt what it is today. Mr. Mapp encouraged the CHPC to research and put to print documentation regarding various historical topics such as the background of irrigation/crops in the Trcasure Valley. Booklets or pamphlets could be created and made accessible to the public. Such documents can also be referenced within the Comprehensive Plan, used as a marketing tool, and provided to assist with grant applications. Commissioner Lyons reported on viewing the many boxes of documents, tapes, and interviews located at the Caldwell Library. Page 2 of 5 CaldwelI Historic Preservation Minutes 0612212022 Commissioner Schaperasked ifthe City ofCaldwell held a Centennial Celebration, noting that such documentation would be a beneficial source of community history. Commissioner Lyons responded that a Centemial Celebration was held. Historical books were compiled for City ofCaldwell and Canyon County. He recommended that a workshop be scheduled to commence outlining a five (5) year plan. He asked for ideas that should be addressed within the Plan. In respoDse to questions from Commissioner Lyons, Ms. Cabello cooffmed that the CHPC Annuat Repon before City Council has been moved to Thursday, Octobet 20, 2022. Mr. Lyons expressed appreciation to Mr. Mapp and Ms. Cabello for their support. He cautioned that the CHPC not be viewed as a controlling body rather than a group promoting preservation within fte community. He recommended that CHPC members send ideas to Mr. Mapp and Ms. Cabello of what they would like to see as goals withil the five (5) year plan and when they are available to meet. Mr. Mapp reported that he wrote a chapter in the Nampa Comprehensive Platr on historical areas and sites, Several goals, objectives and policies were outlined in the Plan. He encouraged that when goals are being considered, members should consider the reality of the ideas and suggestions. Commissioner Mr. Lyons suggested that contact be made with the representative at the Boise Historic District concemiag thei five (5) year ptan. Mr. Mapp cotrcurred that it would be benehcial for contact to me made with the one of the staff members for their for ideas and direction. Discussion followed. Ms. Cabello noted that th€ City Boise has a dedicated group tbat only focuses on historic preservation. She requested that each commission member send an email to her with available dates alotrg with possible ideas for discussion. Al agenda will be created after review by the Cha man. Three or four different work sessions will be scheduled. She recommended that a representative from SHPO and from the Boise Historic Preservation Depaxtment attend and provide ideas in establishing goals and policies. Mr. Mapp noted that he would provide a document to Ms. Cabello that he drafted for the Haris Boulevard Historic District to identi$, the challenges in that particular area. Ms. Cabello explained the process that was fotlowed in initiating the North Caldwell Historic District. Discussion followed conceming the responsibilities of the CIIPC and the enforcement of code violations. Ms. Cabello clarified that the Steunenberg District has their own fencing portion in the City Code referencing fencing specifications. That code has been enforced, Mr. Mapp noted that the duties of the Caldwell Historic Preservation Cornrnission Members are provided to each new member when they are appointed. He encouraged the coErmissioners to move forward with research and to seek direction regarding goals and policies. Additional direction may be sought from City Council regarding duties of the Commission. Discussion followed. Commissioner Lyons emphasized the need to focus on the Steunenberg Residential District and the five (5) year plan and how the progress forward with possibly formulating another historic district to preserve historical sfuctures. Commissioner Schaper inquired if there any other kind of historic preservation projects (not tied to a desigmted district) that could be considered. Commissioner Best recommended formulating history text or oral testimony about the Saratoga Hotel and other sites. Such projects would be a feasible scope of work for the commission. Providing inforrnatiotr to the Steunenberg parcel owners to make them aware of allowances and r€strictions could also be addressed. She indicated her support of collecting stories that could be useful in many different publications atrd or grant applications. Page 3 of5 Caldwell Historic Preservation Minutes 0612212022 Mr. Mapp expressed appreciation to the volunteer members for agreeing to seryice on the CHPC. He noted that the Planning & Zoning Depanment is understaffed, which would limit staff s availability to be assigned projects for the CHPC. He stated that he would be retiring as of lu,ly 29,2022. (DISCUSSION ITENIS) (Celebrutins the Sarutosa and other lfisbtic Sites\ Mr. Mapp reported that he would provide historical architecture pictures ofthe Saratoga Hotel to Commissioner Lyons. Commissioner Lyons referenced the boot<,'tsig Trouble in a Small Towu" which provides significant history of the Caldwell community. He recommended that historical signage be posted near the old Saratoga site outlining the history about the plan by Harry Orchard to execute Governor Steunenberg and the fact that Harry Orchard stayed in the Saratoga prior to his violent act. Discussion followed conceming the need to document structures in the downtown before they are demolished for new construction. A history board describing the background of such sites is critical to preserve the history of the community. (Solar panels) Ms. Cabello reported that ifsolar panels are to be installed to the front ofa residence located within the Steunenberg Residential Historic District, a Ceflificate ofAppropriateness is required. Solar panels to the rear ofthe property are allowed without seeking approval through the CHPC. Ms. Cabello stated that any door-to-door salespersons soliciting in the City Limits must obtain a license issued through the City Clerk's Oflice. Canyon Counry Dispatch may be contacted for those soliciting door-to-door without a valid license. Ms. Cabello reported that she would provide hformation to the CHPC members of all administrative level determinations made concerning residences located in the Steunenberg District. Such determinations were made pursuant to allowarces outlined within the City Code. All meetings for the Caldwell Historic Preservation Commission will now be held in the Planning & Zoning Conference Room located at 621 Cleveland Boulevard rather than the Caldwell Police Department Comrnunity Room.
