WORKSHOP SESSION TO PROVIDE AN OVERVIEW REGARDING THE RE-USE APPRAISAL PROCESS
USED BY URBAN RENEWAL AGENCIES
Mark Hilty, Urban Renewal Attorney provided information regarding the re-nse appraisal pursuant to Idaho State Code as
referenced in Section 50-20-07(c). He noted that he would follow up tonight's presentation with an email to the URA
Commissioners outlining the process. He addressed concerns expressed by the public regarding "giving away" property to
developers by the Urban Renewal Agency. He emphasized that selling property under a re-use appraisal is an incentive
available to Urban Renewal Agencies by the State of Idaho to improve blighted areas within a community. There are
requirements that developers must follow in order to obtain properties. Approval of such developments (as determined by the
Urban Renewal Agency commissioners) would come with commitments to benefit the community.
Commissioner Fultz reported that prior to his relocation to Idaho, he served as a community development director in Indiana.
A similar system was put in place by the State of Indiana for Urban Renewal Agency districts an incentive for development
within communities.
In response to questions from Commissioner Allgood, Mr. Hilty reported, the developer is awarded the availability to use the
property as collateral at the time of closing; however, the conditions as outlined within the Development & Distribution
Agreement are still enforced.
The workshop adjourned at 6:58 p.m.

The regularly scheduled meeting of the Caldwell Urban Renewal Agency convened at 7:00 p.m. in the Caldwell Police
Department Community Room with Chairman Porter presiding.
The URA Secretary called the roll. Present: Commissioner Porter, Commissioner Warwick, Commissioner Fultz,
Commissioner Allgood, Commissioner Doty, Commissioner Moore, and Commissioner Ramirez.
