Special Meeting
July 1,2022

(ROLL CALL)
The special meeting of the Caldwell Urban Renewal Agency convened at 9:00 a.m. in the Caldwell City Hall
Conference Room (411 Elaine Street) with Chairman Porter presiding.
The agency secretary called the roll. Present: Commissioner Porter, Commissioner Doty, Commissioner
Warwick, Commissioner Fultz, Commissioner Moore, Commissioner Allgood, and Commissioner Ramirez.
Staff present: Mark Hilty (via Zoom), Steve Jenkins, Ofelia Morales, Carol Mitchell, and Debbie Geyer.
NEW BUSINESS:
rACTION ITEM: CONSIDER ACCEPTANCE OF THE REQUEST FOR PROPOSALS FOR THE
516 MAIN STREET REDEVELOPMENT PROJECT LOCATED IN DOWNTOWN CALDWELL.)
Steve Jenkins, Economic Development Director at 411 Elaine Street, reviewed the contents of the proposed
Request for Proposals (RFP) for the site located at 516 Main Street. He noted that the draft document was
reviewed by the Agency Attomey, Mark Hilty. Mr. Jenkins provided an overview of the history of the
previous RFP issued for the site in 2021, which was recently deemed unsuccessful.
Mr. Jenkins outlined the contents of the document. He noted that the site has been remediated and ready for
construction. The due date for RFP responses would be Friday, August 5,2022. He noted that the document
would be distributed to developers, placed on the website, and a legal notice would be published in the Idaho
Press on July 5 and July 19,2022.
In response to questions from Commissioner Doty, Mr. Jenkins reported that there is sufficient power and
water at the site.
Discussion followed concerning the best and highest use for the site. Concern was expressed by the
Commissioners regarding residential development proposals being considered due to the lack of off-site
parking in the downtown area.
Commissioner Moore recommended that a detailed financial statement, business plan, and references from
previous completed projects should be submitted by developers interested in the site.
In response to questions from Commissioner Fultz, Mr. Jenkins provided information regarding future plans
for the 6^ Avenue Plaza area with passage areas available to the developments abutting the site.
Mark Hilty, Agency Attomey at 1303 12'*' Avenue Road, Nampa, explained that approval of the RFP
document by the Commissioners is needed for its issuance.
MOVED by Allgood, SECONDED by Ramirez to approve the Request for Proposals (RFP) at 516 Main
Street as presented.
Roll call vote: Those voting yes: Allgood, Warwick, Fultz, Moore, Porter, Ramirez, and Doty. Those voting
no: none. Absent and/or not voting: none.
MOTION CARRIED
Carol Mitchell, URA Treasurer, reminded the Commissioners of the upcoming URA Budget Workshop
scheduled for July 11,2022 at 6:00 pm.
