PUBLIC MEETING INFORMATION
Due to the COVID-19 pandemic, we invite interested parties to participate in public hearings either electronically or in person. If
you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely. The City
of Caldwell follows the CDC guidelines to allow for distancing in the public meeting area and provide masks/hand sanitizer on site.
Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the
registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed within
the written notice.
On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button on
the center of the page. After registration, you will receive a confirmation email containing information about joining the virtual

Written comments must be received at least eight (8) days in advance of the meeting to the Planning & Zoning Department at
P&Z@cityofcaldwell.org to be included within the staff report. All comments received after the staff report has been transmitted
will be included in the case file and provided as late exhibits at the appropriate public hearing.

c. Swearing in of five (5) new firefighters from the Caldwell Fire Department and a retirement presentation for Chief Tim
Scott for 26 years of service to the Caldwell community.

1. Approve the minutes of the Regularly Scheduled City Council meeting held on June 6, 2022, the Special City Council meeting
held on June 14, 2022, the Special City Council meeting held on June 15, 2022; the Special City Council meeting held on May
25, 2022, the Friends of the Caldwell Train Depot meeting held on March 17, 2022, the Special Caldwell Hearing Examiner
meeting held on May 10, 2022, and the Special Caldwell Hearing Examiner meeting held on May 24, 2022 ;
2. Approve Resolution declaring a 1991 Quint Fire Apparatus (Vin #4JDBAA89M1003621) from the Caldwell Fire Department
as surplus with disposition and purchase in the amount of $30,000 to the City of Payette Fire Department;
3. Approve Resolution authorizing the execution of an Agreement with Idaho Health and Welfare for the Low Income Home
Water Assistance Program (LIHWAP) for use by the Water/Utility Billing Department;
4. Approve request for the appointment of Randy Neary to the Airport Commission for a term to expire on December 31, 2026;
5. Approve request from the Idaho Disabled American Veterans Auxiliary for the waiver of the Special Event Permit Fee in the
amount of $75 and accompanying Park Deposit Fee in the amount of $500 for the 1 st Annual Tom Prall Veterans Benefit Car
Show (Idaho D.A.V. Fundraiser) to be held on August 20, 2022;
6. Approve Resolution authorizing the execution of a TVCC Fixture Transfer Agreement with the Caldwell Urban Renewal
Agency for transfer of fixtures within the Treasure Valley Community College Building to the City of Caldwell;
7. Approve Resolution authorizing the acceptance of an amendment to the City of Caldwell Employee Policy Handbook, Section
VII, Benefit, B. Appointed Official Leave Benefits with an effective date of June 21, 2022;
8. Approve Resolution authorizing the acceptance of an amendment to the City of Caldwell Employee Policy Handbook, Section
VII. Benefits, J. Bereavement with an effective date of June 21, 2022;
9. Approve Resolution approving the proposed scope of work and design fees provided by ALSC Architects for the rehab ilitation
of the existing Caldwell Pool Facility;
10. Approve request from the Canyon County Deputies Association for waiver of the Parks and Recreation Ballfield Preparation
Fees in the amount of $510 in conjunction with their Domestic Violence Awareness Softball Tournament at Griffith Park to be
held June 25th – June 26th, 2022;
11. Approve Resolution accepting dedication of sewer main, water main, pressure irrigation main lines, street lights and certain
storm drain conveyance facilities located in the right -of-way in the Ferncroft Subdivision Phase 1 to the City of Caldwell by
Hayden Homes Idaho, LLC;
12. Approve Resolution authorizing the execution of a Purchase and Sale Agreement for purchase of the property located at Parcel
#R0470900000 in the amount of $15,000 from Edmark Development, LLC;
13. Approve Resolution authorizing the execution of a Memorandum of Understanding between Caldwell and TDS Telecom for
fiber-optic work in the public right-of-way;

14. Approve Resolution accepting the informal Award of Bid for new feed pumps from TC Sales & Service in the amount of
$50,488.00 at the Wastewater Treatment Plant;
15. Approve Resolution ratifying emergency repairs by L2 Excavation to the sewer line adjacent to the Caldwell Armory in the
amount of $185,000.
OLD BUSINESS:
1. ACTION ITEM: Consider CORRECTED Bill No. 62 (Ordinance No. 3381) for Case No. ANN21-000015 with a request to
waive the rules, pass on the first reading, and approve the summary for publication.
2. ACTION ITEM: CONTINUED Public Hearing concerning Bill No. 10, Ordinance No. 3404, proposing amendments to
Chapter 12, Article 1, Section 12-01-05, Caldwell City Code, pertaining to fees for Building Permits; amending Chapter 12,
Article 1, Section 12-01-21, Caldwell City Code, pertaining to Amendments to the International Building Code, International
Residential Code, and International Energy Conservation Code.
3. ACTION ITEM: CONTINUED Consider Bill No. 10, Ordinance No. 3404, amending Chapter 12, Article 1, Section 12 -01-
05, Caldwell City Code, pertaining to fees for Building Permits; amending Chapter 12, Article 1, Section 12 -01-21, Caldwell
City Code, pertaining to Amendments to the International Building Code, International Residential Code, and International
Energy Conservation Code with a request to waive the rules, pass on the first reading, and approve the summary for publication.
NEW BUSINESS:
1. ACTION ITEM: Consider the Appointment of Rex Ingram as the Caldwell Police Chief with an effective date of July 5,
2022 thru January 2026.
2. ACTION ITEM: Consider Resolution authorizing the adoption of amendments to the City of Caldwell Pay and Position Scale
and authorize a mid-year ten percent pay increase to non-union employees effective for the pay period beginning June 19, 2022
with a quarterly cost of approximately $377,068.00 and authorize a mid -year ten percent pay increase to union City of Caldwell
Fire Department employees contingent upon union contract negotiation agreements effective for the pay period beginning June
19, 2022 with a quarterly cost of approximately $77,179.00.
3. ACTION ITEM: Consider Bill No. 28 (Ordinance No. 3422) amending Chapter 2, Article 09, Section 02 -09-05 of the
Caldwell City Code pertaining to the organization and bylaws of the Golf Board with a request to waive the rules and pass on
the first reading.
4. ACTION ITEM: Public Hearing (Quasi-Judicial): A request by Darigold, Inc. to vacate Public Right of W ay on a portion
of Albany Street between 5th and 6th Avenues located in the Southwest ¼ of Section 22, Township 4 North, Range 3 West of
the Boise Meridian, Canyon County, Idaho; being a portion of existing dedicated public street right -of-way as shown on The
Revised Map of Caldwell, filed for record at Duplicate Plat Book 1A, Page 5, official Records of Canyon County, Idaho. This
request is made to facilitate the rebuild and expansion of the existing Darigold Plant.
5. ACTION ITEM: Consider Bill No. 34 (Ordinance No. 3428) reciting petition for vacation and reciting appropriate notice
was given of Public Hearing; determining that vacation of said public rights -of-way in the City of Caldwell, Canyon County,
Idaho shall be made; and determining that vacation of said rights-of-way are in the best public interest for the City of Caldwell,
Canyon County Idaho date with a request to waive the rules and pass on the first reading.
6. ACTION ITEM: Consider Bill No. 33 (Ordinance No.3427) annexing a portion of property known as Brittany Heights
Subdivision Phase 2 (Instrument No. 2022006633) within the corporate city limits into the Caldwell Municipal Irrigation
District of the City of Caldwell, Canyon County, Idaho, and changing the boundaries thereof; directing the Cit y Engineer to
alter the boundary map accordingly; declaring the intent of the city to pool water rights and apply a uniform method of allocating
assessments and charges; and providing an effective date with a request to waive the rules and pass on the firs t reading.
7. ACTION ITEM: Consider acceptance of the Finance Report.
