HomeMy WebLinkAboutHE Agenda 06-28-22 PUBLIC MEETING INFORMATION CITY OF CALDWELL Due to the COVID-19 pandemic, we invite interested parties to participate in public hearings either electronically or in person. If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely. The City of Caldwell follows the CDC guidelines to allow for distancing in the public meeting area and provide masks/hand sanitizer on site. Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed within the written notice. On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button on the center of the page. After registration, you will receive a confirmation email containing information about joining the virtual meeting. CONSENT CALENDAR: 1) ACTION ITEM: Approve the May 10, 2022 Hearing Examiner Meeting Minutes. 2) ACTION ITEM: Approve the May 24, 2022 Hearing Examiner Meeting Minutes. II. OLD BUSINESS: 1) ACTION ITEM: SUP-21-09 (Continued from 1/22/22, 2/15/22, 4/26/22 & 5/24/22 Hearing Examiner Meetings and Continued to the 7/26/2022 Hearing Examiner Meeting): A request by Douglas Adams for a special use permit to construct multi-family four-plex units at the location of Madison Estates Subdivision. Madison Estates Subdivision is proposed to be lot line adjusted to fifteen (15) individual lots. Each lot is proposed to be developed with a four-plex unit for a total of 60 residential units on approximately 3.6 acres in an “R2” (Medium Density Residential) zone. Access is proposed as a private internal circulation street easement bisecting the property on the centerline. The subject property is located on the northeast corner of N. 1st Avenue and E. Madison Street, Caldwell, ID. 2) ACTION ITEM: Case Number CPM21-000002/ANN21-000014/ ZON21-000005/ SUB21-000041/SUP21-000015 (Continued from the 4/26/22 & 5/24/22 Hearing Examiner Meetings and Continued to the 8/23/2022 Hearing Examiner Meeting): Trilogy Development is requesting a Comprehensive Plan Map Amendment for 10.99 acres to modify the designation from HC (Highway Corridor) to (Medium Density Residential). Concurrently a request for annexation of 37.92 acres including parcels R3270901100 (approximately 17.77 acres) and R32709011B0 (approximately 17.4 acres) with zoning designations of R2 (Medium Density Residential) for 10.99 acres and HC (Highway Corridor) for approximately 27 acres and a Preliminary Plat for Arrowrock Farms Subdivision, consisting of 39 single family lots, 58 townhome lots, 22-4plex lots (88 residential units) and three (3) commercial lots. Additionally requested is a Special Use Permit for the townhomes proposed for the HC (Highway Corridor) zone. The property is designated as Highway Corridor in the 2040 Comprehensive Plan. The subject property is located on the northwest corner of Karcher Rd and S. Indiana Ave and south of Kingsview Est No 2. III. NEW BUSINESS: 1) ACTION ITEM: Case Number CPM22-000003/ZON22-000002/SUP22-000007 (Continued to the September 27, 2022 Hearing Examiner Meeting): A request by Hunter Christensen of Blue Terra Development on behalf of Ralph Russi, to a amend the 2040 Comprehensive Plan Map designation from Manufacturing and Production to Commercial & Service for parcels R35321 (approximately 14.31 acres) and R35312010 (approximately 6.88 acres). Concurrently a request for a Rezone from M-1 (Light Industrial) to C-3 (Service Commercial). Concurrently a request for a Special Use Permit for Bridgepoint RV Park, consisting of 260 RV pads. This property is located in the APO 1 Zone. The subject property is located approximately 1,400 feet northwest of the E Chicago St and E Linden St intersection. 2) ACTION ITEM: Case Number ANN20-05/PUD20-20-02: A request by Steve Arnold of A Team Land Consultants, on behalf of Doeppel Premier Properties, for an annexation of parcels R3251900000 (approximately 30.21 acres) and R3251901000 (approximately .10 acres) with a zoning designation of R2 (Medium Density Residential). Concurrently a request for a Planned Unit Development for The Collections Subdivision, consisting of 68 single family lots and 74 townhome lots. The property is designated as Medium Density Residential in the 2040 Comprehensive Plan. The subject property is located northeast of the corner of Laster Ln and S Florida Ave, east of Four Seasons Subdivision. IV. Adjournment. Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Please check the city’s website for agendas and updates or contact staff for the hearing date that the particular case is to be heard. Next Regular Hearing Examiner Meeting is on July12, 2022 at 7:00 p.m. in the Community Room at the Caldwell Police Station at 110 South Fifth.
