HomeMy WebLinkAboutHE Agenda 01-25-22 PUBLIC MEETING INFORMATION CITY OF CALDWELL Due to the COVID-19 pandemic, we invite interested parties to participate in public hearings either electronically or in person. If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely. The City of Caldwell follows the CDC guidelines to allow for distancing in the public meeting area and provide masks/hand sanitizer on site. Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed within the written notice. On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button on the center of the page. After registration, you will receive a confirmation email containing information about joining the virtual meeting. CONSENT CALENDAR: 1) ACTION ITEM: Approve the Minutes of the December 7, 2022 Hearing Examiner Meeting. 2) ACTION ITEM: Approve the Minutes of the January 11, 2022 Hearing Examiner Meeting. II. OLD BUSINESS: 1) ACTION ITEM: Case Number ANN21-000001/PUD-21-000001 (Continued from the December 7, 2021 Hearing Examiner Meeting to the March 22, 2022 Hearing Examiner Meeting): A request by T-O Engineering, on behalf of Brady Lasher, for an Annexation, Planned Unit Development and a Preliminary Plat for Enclave Subdivision, a mixed use (single-family, multi-family and commercial) development with a zoning designation of H-C (Highway Corridor) zone on parcel’s R32795 and R32795010 containing 45.62 acres. The proposed development consists of 96 single-family lots, 1 multi-family lot comprised of 8 structures containing 204 units, 2 commercial lots including a retail/service development and a mini-storage facility, 1 lot designated for RV Parking, and 15 common lots. The 2040 Comprehensive Plan designation is H-C (Highway Corridor). The subject properties are located 1,500 feet west of the intersection of HWY 55 and Midway Road on the south side of Hwy 55 in Caldwell, ID. 2) ACTION ITEM: Case Number SUP21-000013 (Continued from the January 11, 2022 Hearing Examiner Meeting): A request by Bryan Wilson for Special Use Permit for Latitude 96 Apartments, a multi-family residential complex on 3.93 acres in a C-3 (Service Commercial) zone. The applicant is requesting to construct two - 12 unit apartment buildings and three - 24 unit apartment buildings. The property is located at 4120 E Ustick Road, Caldwell, ID, parcel R3249700000. 3) ACTION ITEM: Case Number ANN21-000015/PUD21-000005/SUB21-000042(Continued from January 11, 2022 Hearing Examiner Meeting): A request by Pontifex Capital to annex Obendorf Subdivision less Lot 5, Block 2 (approximately 24.56 acres including platted rights-of-way) with an “R2” (medium density) zoning designation and one “C-1” Neighborhood Commercial lot of approximately 0.4 acres. Concurrently the applicant is requesting to vacate the internal public right of way and replat the Obendorf Subdivision excepting Lot 5, Block 2 as a planned unit development named Solstice Subdivision. The development is proposed as 115 lots including 100 residential lots, one (1) commercial lot, and 14 common lots. The property is located adjacent to and east of 3202 E. Ustick Road, Caldwell, ID. III. NEW BUSINESS: 1) ACTION ITEM: Case Number SUP21-000016: A request by the Canyon Village Multifamily LLC for Special Use Permit for Canyon Village Apartments. The 316-unit apartment complex is located on 15.44 acres in a C-3 (Service Commercial) zone. There will be 144 one-bedroom units, 144 two bedroom units, 24 three bedroom units and 4 carriage units. The property is designated “Commercial & Service” in the 2040 Comprehensive Plan and is located approximately 900 feet from the intersection of E Homedale Road and Caldwell Boulevard. 2) ACTION ITEM: Case Number SUP21-000019: A request by North Fork Custom Homes for a Special Use Permit allowing for a single family home on parcel R04763 (0.14 acres) in the CBD (Central Business District) zoning district. The property is located at 1119 Blaine Street, Caldwell, ID. 3) ACTION ITEM: Case Number ANN21-000010/PUD21-000004: A request by KM Engineering, on behalf of Michael Edgar, for an annexation of parcel R35280 (approximately 3.56 acres) with a zoning designation of R2 (Medium Density Residential). Concurrently a request for a Planned Unit Development for Ryans Crossing Townhomes, consisting of 13 duplex structures for a total of 26 residential units. The property is designated as Medium Density Residential in the 2040 Comprehensive Plan. The subject property is located at the southwest corner of Marble Front Rd & Smeed Pkwy N in Caldwell ID. IV. Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Next Regular Hearing Examiner Meeting is on February 8 , 2022 at 7:00 p.m. in the Community Room at the Caldwell Police Station at 110 South Fifth.
