PUBLIC MEETING INFORMATION
CITY OF CALDWELL
Due to the COVID-19 pandemic, we invite interested parties to participate in public hearings either electronically or in person.
If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely.
The City of Caldwell follows the CDC guidelines to allow for distancing in the public meeting area and provide masks/hand
sanitizer on site.
Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the
registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed
within the written notice.
On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button
on the center of the page. After registration, you will receive a confirmation email containing information about joining the

Written comments must be received at least eight (8) days in advance of the meeting to the Planning & Zoning Department at
P&Z@cityofcaldwell.org to be included within the staff report. All comments received after the staff report has been
transmitted will be included in the case file and provided as late exhibits at the appropriate public hearing.

I. CONSENT CALENDAR:
1) ACTION ITEM: Appove the Minutes of the November 30, 2021 meeting
II. OLD BUSINESS:
1) ACTION ITEM: Case Number ANN21-000017/SUB21-000043(Continued from the December 14, 2021
Planning and Zoning Commission Meeting): A request for an annexation of R35228 (9.48 acres) zoned Low
Density Residential and concurrently requesting approval of a Preliminary Plat for Liberty Springs Subdivision,
consisting of 26 single-family residential lots with an average lot size of 10,526 sq. ft., 3 common lots, and 8.70%
open space. The subject property is located at 2902 Lincoln Street, Caldwell, ID.
III. NEW BUSINESS:
1) ACTION ITEM: Case Number SUP21-000013 (Continued to the January 25, 2022 Hearing Examiner
Meeting): A request by Bryan Wilson for Special Use Permit for Latitude 96 Apartments, a multi-family residential
complex on 3.93 acres in a C-3 (Service Commercial) zone. The applicant is requesting to construct two - 12 unit
apartment buildings and three - 24 unit apartment buildings. The property is located at 4120 E Ustick Road,
Caldwell, ID, parcel R3249700000.
2) ACTION ITEM: Case Number SUP-21-09 (Continued to the February 15, 2022 Hearing Examiner Meeting):
A request by Douglas Adams for a special use permit to construct multi-family four-plex units at the location of
Madison Estates Subdivision. Madison Estates Subdivision is proposed to be lot line adjusted to fifteen (15)
individual lots. Each lot is proposed to be developed with a four-plex unit for a total of 60 residential units on
approximately 3.6 acres in an “R2” (Medium Density Residential) zone. Access is proposed as a private internal
circulation street easement bisecting the property on the centerline. The subject property is located on the northeast
corner of N. 1st Avenue and E. Madison Street, Caldwell, ID.
3) ACTION ITEM: Case Number SUP-21-08: A request by Steve White for a Special Use Permit for Midway
Townhomes, an eleven (11) building (44 unit) multi-family residential complex on 3.24 acres in (C-3 Service
Commercial) zone. The property is located at 0 Midway Road, Caldwell, ID, parcels R32472014, R32472013, and
R32472012.
4) ACTION ITEM: Case Number ANN21-000015/PUD21-000005/SUB21-000042 (Continued to the January 25,
2022 Hearing Examiner Meeting): A request by Pontifex Capital to annex Obendorf Subdivision less Lot 5, Block
2 (approximately 24.56 acres including platted rights-of-way) with an “R2” (medium density) zoning designation.
Concurrently the applicant is requesting to vacate the internal public right of way and replat the Obendorf
Subdivision excepting Lot 5, Block 2 as a planned unit development named Solstice Subdivision. The development
is proposed as 115 lots including 100 residential lots, one (1) commercial lot, and 14 common lots. The property is
located adjacent to and east of 3202 E. Ustick Road, Caldwell, ID.

noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda
but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Please check the city’s
website for agendas and updates or contact staff for the hearing date that the particular case is to be heard.
Next Regular Hearing Examiner Meeting is on January 25 , 2022 at 7:00 p.m. in the Community Room at the Caldwell Police Station at
110 South Fifth. Any person needing special accommodations to participate in the meeting should contact the City Office at 208-455-3021
