HomeMy WebLinkAboutHE Agenda 12-07-21 PUBLIC MEETING INFORMATION CITY OF CALDWELL Due to the COVID-19 pandemic, we invite interested parties to participate in public hearings either electronically or in person. If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely. The City of Caldwell follows the CDC guidelines to allow for distancing in the public meeting area and provide masks/hand sanitizer on site. Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed within the written notice. On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button on the center of the page. After registration, you will receive a confirmation email containing information about joining the virtual meeting. REGISTER HERE: https://www.cityofcaldwell.org Written comments must be received at least eight (8) days in advance of the meeting to the Planning & Zoning Department at P&Z@cityofcaldwell.org to be included within the staff report. All comments received after the staff report has been transmitted will be included in the case file and provided as late exhibits at the appropriate public hearing. CONSENT CALENDAR: 1) ACTION ITEM: Appove the Minutes of the November 9, 2021 meeting II. OLD BUSINESS: 1) ACTION ITEM: Case Number SUP-21-10 (Continued from November 16, 2021 Hearing Examiner Meeting): A request by Jose Milanes for a Special Use Permit for outdoor automotive storage on 1.59 acres in a C-3 (Service Commercial) zone. The property is located at 5524 Laster Lane, Caldwell, ID, parcel R30923010. 2) ACTION ITEM: Case Number ANN21-000001/PUD-21-000001 (Continued from November 9, 2021 Hearing Examiner Meeting, Continued to January 25, 2022 Hearing Examiner Meeting): A request by T-O Engineering, on behalf of Brady Lasher, for an Annexation, Planned Unit Development and a Preliminary Plat for Enclave Subdivision, a mixed use (single-family, multi-family and commercial) development with a zoning designation of H-C (Highway Corridor) zone on parcel’s R32795 and R32795010 containing 45.62 acres. The subject properties are located 1,500 feet west of the intersection of HWY 55 and Midway Road on the south side of Hwy 55 in Caldwell, ID. 3) ACTION ITEM: Case Number CMP21-000001/ZON21-000002 (Continued from November 16 Hearing Examiner Meeting): A request by The Land Group to amend the 2040 Comprehensive Plan Map designation from Commercial & Service to Manufacturing and Production for parcel R35307, 17.61 acres, located at 4210 Hwy 20/26, Caldwell, Idaho. Concurrently a request for a Rezone of the subject parcel from C-3 (Service Commercial) to the M- 1 (Light Industrial) zone with a Development Agreement identifying specific uses from the C3 land use table that are compatible with the M1 zone for the purpose of maximizing allowed/permitted development opportunities. The subject property lies within the APO-2 Noise Abatement Zone. III. NEW BUSINESS: 1) ACTION ITEM: Case Number SUP21-000018: A request by Design West Architects on behalf of the City of Caldwell for a special use permit to construct a new Parks and Recreation Office and Maintenance Building on the current site of the existing facilities at 618 Irving Street, Caldwell, Id. The existing office and maintenance buildings will be removed and/or repurposed for city use at this location. IV. Adjournment. Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Please check the city’s website for agendas and updates or contact staff for the hearing date that the particular case is to be heard. Next Regularl Hearing Examiner Meeting is on January 11, 2022 at 7:00 p.m. in the Community Room at the Caldwell Police Station at 110 South Fifth.
