HomeMy WebLinkAboutHE Agenda 11-30-21 PUBLIC MEETING INFORMATION CITY OF CALDWELL Due to the COVID-19 pandemic, we invite interested parties to participate in public hearings either electronically or in person. If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely. The City of Caldwell follows the CDC guidelines to allow for distancing in the public meeting area and provide masks/hand sanitizer on site. Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed within the written notice. On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button on the center of the page. After registration, you will receive a confirmation email containing information about joining the virtual meeting. REGISTER HERE: https://www.cityofcaldwell.org Written comments must be received at least eight (8) days in advance of the meeting to the Planning & Zoning Department at P&Z@cityofcaldwell.org to be included within the staff report. All comments received after the staff report has been transmitted will be included in the case file and provided as late exhibits at the appropriate public hearing. CONSENT CALENDAR: 1) ACTION ITEM: Approve November 9, 2021 Hearing Examiner meeting minutes II. OLD BUSINESS: 1) ACTION ITEM: Case Number SUB21-000010/SUP21-000010(Continued from September 14 , October 26, &November 9, 2021 Hearing Examiner Meetings): A request by Open Door Rentals LLC for a Special Use Permit and Preliminary Plat for Virginia Park 4-Plexes, a proposed Multi-Family development with each Multi- family unit on an individual platted lot, currently 13 --4-Plex units proposed (52 residential units) in a C-2 (Community Commercial) zone consisting of approximately 6 acres on parcel R34101010F. The property is located on the northwest corner of HWY 20/26 and Ward Road. III. NEW BUSINESS: 1) ACTION ITEM: Case Number SUB21-000034 / SUP 21 12: A request by Desert Ridge Investments, Inc. and Nottingshire Caldwell Apartments LLC for a Preliminary Plat for Nottingshire Heights Subdivision a two lot multi- family development. The subject property, R04023, is currently an apartment complex. Parcel R04023012 was divided from the larger parcel necessitating that the development be platted. The applicant, Desert Ridge Investments, is also requesting a special use permit to construct a multi-family four plex unit in the R3 zone. The properties are located at 2804 Georgia Avenue, Caldwell, ID. 2) ACTION ITEM: SUB21-000028 (Continued to the December 14, 2021 Planning and Zoning Commission Meeting): A request by Timberline Survey on behalf of TVM Inc. for a Preliminary Plat for River Bluff Subdivision, consisting of 21 single-family low density residential lots. The subject property, R34795 (6.14 acres more or less), is zoned “R-1” (Low Density Residential) is located north and east of Mosaic School at 3121 Lincoln Road, Caldwell, ID. 3) ACTION ITEM: SUB21-000027: A request by JUB Engineering on behalf of Trilogy Development for a Preliminary Plat for Chestnut Heights South Subdivision, consisting of 58 single-family low density residential lots with an average lot size of 8439 sq. ft., 10 common lots, and a common driveway lot. The subject properties are currently zoned “R-1” (Low Density Residential). The subject property, R32733 (19.6 acres), is located approximately 2000 feet south of the intersection of E. Homedale Road and S. Florida Avenue on the east side of S. Florida in Caldwell, Idaho. 4) ACTION ITEM: ANN21-000004/SUB-21P-01: A request by The Land Group for an annexation of 38.07 acres; 15.8 acres is designated Business Commercial in the Comprehensive Plan and 22.2 acres is designated Low Density Residential. The applicant is proposing 15.8 acres of C-2 (Community Commercial) zone and the 22.2 acres proposed to be zoned R-1 (low density residential). Concurrently the applicant is requesting a preliminary plat, Soterra Subdivision, with the development of 75 total lots, including 60 single-family residential lots and 6 common lots in the R-1 zone and 8 Commercial lots with 1 common lot in the C-2 (Community Commercial) zone. The commercial use is undisclosed at this time. The subject property is located at 205 W. Ustick Road, parcel number R32583, Caldwell, Idaho IV. Adjournment. Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Please check the city’s website for agendas and updates or contact staff for the hearing date that the particular case is to be heard. Next Special Hearing Examiner Meeting is on December 7, 2021 at 7:00 p.m. in the Community Room at the Caldwell Police Station at 110 South Fifth.
