PUBLIC MEETING INFORMATION
CITY OF CALDWELL
Due to the COVID-19 pandemic, we invite interested parties to participate in public hearings either electronically or in person.
If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely.
The City of Caldwell follows the CDC guidelines to allow for distancing in the public meeting area and provide masks/hand
sanitizer on site.
Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the
registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed
within the written notice.
On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button
on the center of the page. After registration, you will receive a confirmation email containing information about joining the

Written comments must be received at least eight (8) days in advance of the meeting to the Planning & Zoning Department at
P&Z@cityofcaldwell.org to be included within the staff report. All comments received after the staff report has been
transmitted will be included in the case file and provided as late exhibits at the appropriate public hearing.

I. CONSENT CALENDAR:
1) ACTION ITEM: Approve Minutes of the September 14, 2021 meeting.
2) ACTION ITEM: Approve Minutes of the September 28, 2021 meeting.
II. OLD BUSINESS:
1) ACTION ITEM: Case Number SUB21-000010/SUP21-000010(Continued from September 14 & October 26,
2021. Continued to November 30, 2021 Hearing Examiner Meeting): A request by Open Door Rentals LLC for a
Special Use Permit and Preliminary Plat for Virginia Park 4-Plexes, a proposed 14 Residential Lot (56 unit multi-
family) development with 13 common lots in a C-2 (Community Commercial) zone consisting of approximately 6
acres on parcel R34101010F. The property is located on the northwest corner of HWY 20/26 and Ward Road.
2) ACTION ITEM: Case Number SUP21-000006(Continued from July 13 & October 26, 2021- This case has been
withdrawn): A request by the Inland Group for a Special Use Permit for Timbergrass Apartments, a multi-family
residential complex on 16.57 acres in a C-2 (Community Commercial) zone. The property is designated “Business”
in the 2040 Comprehensive Plan and is located approximately 350 feet southwest from the intersection of 10th
Avenue and Ustick Road.
3) ACTION ITEM: Case Number ANN21-000001/PUD-21-000001(Continued from July 13 & September 28, 2021
Continued to December 7, 2021 Hearing Examiner Meeting): A request by T-O Engineering, on behalf of Brady
Lasher, for an Annexation, Planned Unit Development and a Preliminary Plat for Enclave Subdivision, a mixed use
(single-family, multi-family and commercial) development with a zoning designation of H-C (Highway Corridor)
zone on parcel’s R32795 and R32795010 containing 45.62 acres. The proposed development consists of 96 single-
family lots, 1 multi-family lot comprised of 8 structures containing 204 units, 2 commercial lots including a
retail/service development and a mini-storage facility, 1 lot designated for RV Parking, and 15 common lots. The
2040 Comprehensive Plan designation is H-C (Highway Corridor). The subject properties are located 1,500 feet
west of the intersection of HWY 55 and Midway Road on the south side of Hwy 55 in Caldwell, ID.
III. NEW BUSINESS:
1) ACTION ITEM: Case Number ADM-21-02: A request by McCain Foods USA. Inc. to terminate a development
agreement associated with Parcel No. R35307010, and Sky Ranch Business Park Lots 1-3, Block 1, (parcels
R35307102, R35307100A, and R35307100), Caldwell, Idaho. Subject to current City of Caldwell standards and/or
specific to prior development, projects shall no longer apply to the subject properties.

Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies and are not heard on the
noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda
but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Please check the city’s
website for agendas and updates or contact staff for the hearing date that the particular case is to be heard.
Next Special Hearing Examiner Meeting is on November 30, 2021 at 7:00 p.m. in the Community Room at the Caldwell Police Station at
110 South Fifth. Any person needing special accommodations to participate in the meeting should contact the City Office at 208-455-3021
