CONSENT CALENDAR: 1) ACTION ITEM: Approve Minutes of the August 24, 2021 meeting. II. OLD BUSINESS: 1) ACTION ITEM: Case Number PUD21-000003/SUB21-000011(Continued from August 10, 2021 Hearing Examiner meeting): A request by Toll Southwest LLC for a Planned Unit Development, Passero Ridge Subdivision, on 104 acres in an “R1” (Low Density Residential) zone. The proposed development includes 326 residential lots with a minimum lot size of 4294 square feet and an average lot size of 8061 square feet. The gross density of the project is 3.13 dwelling units per acre (DU/acre) with a net density of 5.40 DU/acre. The developer is proposing 10.1% qualifying useable open space and many amenities within the plan. The subject property, parcel R32856, is located approximately 915 feet north of the intersection of 10th Ave. and Orchard Ave. intersection adjacent to Mallard Park, Caldwell, ID. 2) ACTION ITEM: Case Number SUP21-000011(Continued from August 24, 2021 Hearing Examiner Meeting): A request by Rage Development to locate a T-Mobile telecommunications tower on the Vallivue High School property located at 1407 Homedale Road, Caldwell, ID. The proposed tower will replace one existing 80’ tall sports field light pole with a 100’ tall co-location tower that will support both the sports field lighting and the cellular antennas. Support structures will also be located at the base of the tower in an enclosed 30’ x 30’ compound. III. NEW BUSINESS: 1) ACTION ITEM: Case Number VAR21-03: A request by Kurt and Julie Bender for a Variance for relief from the Zoning Ordinance Accessory Structure requirements §10-02-04 (2) C Structure Placement. Requesting to construct an accessory structure that is greater than six hundred (600) square feet in the side yard. The property is located in an R-1 (Low Density Residential) zone on parcel R34340010B. 2) ACTION ITEM: Case Number ANN21-000009: A request by Vallivue School District No. 139 to annex approximately 64 acres including parcels R32717 and R32718. The subject properties containing the Vallivue Middle School and proposed new elementary site are to be zoned “R-1” (Low Density Residential). The subject properties are located at 16412 S. 10th Ave. [10-3N-3W-SW] in Caldwell, Idaho. 3) ACTION ITEM: Case Number SUB21-000010/SUP21-000010(Continued to the October 26, 2021 Hearing Examiner Meeting): A request by Open Door Rentals LLC for a Subdivision and a Special Use Permit for Virginia Park 4-Plexes, a 16 Residential Lot (64 unit multi-family) development, with 10 common lots in a C-2 (Community Commercial) zone consisting of approximately 6 acres on parcel R34101010F. The property is located on the northwest corner of HWY 20/26 and Ward Road. IV. Adjournment. Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Next Special Hearing Examiner Meeting is on September 28, 2021 at 7:00 p.m. in the Community Room at the Caldwell Police Station at 110 South Fifth.
