CONSENT CALENDAR: 1) ACTION ITEM: Approve Minutes of the July 27, 2021 meeting. II. OLD BUSINESS: 1) ACTION ITEM: Case Number ANN21-000007/SUB21-000012 (Continued from the July 27, 2021 Hearing Examiner Meeting): A request for an annexation of 54.11 acres with a zone designation of R-2 (Medium Density Residential). The Comprehensive Plan designation is Medium Density Residential. Concurrently, the applicant is requesting a preliminary plat for Sterling Ridge Subdivision, a 178 lot development, including 160 single-family residential lots and 18 common lots. There are currently two homes included in the annexation that are proposed to not be platted as a part of the subdivision development. The subject properties are located south and east of 20710 Ward Road and include parcel numbers R3408801000, R3408701200, R340880000, Caldwell, Idaho. 2) ACTION ITEM: SUP21-000006 (Continued from the July 13, 2021 Hearing Examiner Meeting): A request by Hannah Mitchell for a Special Use Permit for Timbergrass Apartments, a 274 unit multi-family residential complex on 16.57 acres in a C-2 (Community Commercial) zone. The property is located approximately 350 feet southwest from the intersection of 10th Avenue and Ustick Road. 3) ACTION ITEM: ANN21-000001/PUD-21-000001(Continued from the July 13, 2021 Hearing Examiner Meeting. Continued to the September 28,2021 Hearing Examiner Meeting): A request by T-O Engineering, on behalf of Brady Lasher, for an Annexation, Planned Unit Development and a preliminary plat for Enclave Subdivision, a mixed use (single-family, multi-family and commercial) development with a zoning designation of H-C (Highway Corridor) zone on parcel’s R32795 and R32795010 containing 46.76 acres. The proposed subdivision consists of 88 single-family lots, 204 multi-family units, 2 commercial lots and 13 common lots. The 2040 Comprehensive Plan designation is H-C (Highway Corridor). The subject properties are located 1,500 feet west of the intersection of HWY 55 and Midway Road, Caldwell, ID. 4) ACTION ITEM: PUD21-000002 (Continued from the July 27, 2021 Hearing Examiner Meeting): A request by Wilbur Group Inc. for a Planned Unit Development and Preliminary Plat for Mino’Aka Subdivision on parcel # R27438 located on the NE corner of Ustick Road and Florida Avenue, Caldwell, ID. The development is proposed for 27 townhomes on 4.56 acres with a density of 5.92 units per acre. Each residential lot is proposed to be 24’x66’ with a square footage of 1584 square feet. The subject property is zoned “R-2” (Medium Density Residential). III. NEW BUSINESS: 1) ACTION ITEM: Case Number SUP21-000011(Continued to the September 14, 2021 Hearing Examiner Meeting): A request by Rage Development to locate a T-Mobile telecommunications tower on the Vallivue High School property located at 1407 Homedale Road, Caldwell, ID. The proposed tower will replace one existing 80’ tall sports field light pole with a 100’ tall co-location tower that will support both the sports field lighting and the cellular antennas. Support structures will also be located at the base of the tower in an enclosed 30’ x 30’ compound. IV. Adjournment. Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Please check the city’s website for agendas and updates or contact staff for the hearing date that the particular case is to be heard. Next Regular Hearing Examiner Meeting is on September 14, 2021 at 7:00 p.m. in the Community Room at the Caldwell Police Station at 110 South Fifth.
