CITY OF CALDWELL
Due to the COVID-19 pandemic, we invite interested parties to participate in public hearings either electronically or
in person. If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange
participation remotely. The City of Caldwell follows the CDC guidelines to allow for distancing in the public
meeting area and provide masks/hand sanitizer on site.
Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During
the registration process, you will be asked what item on the agenda you wish to speak about. Please use the case
number as listed within the written notice.
On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public
meetings” button on the center of the page. After registration, you will receive a confirmation email containing
information about joining the virtual meeting. REGISTER HERE: https://www.cityofcaldwell.org
Written comments must be received at least eight (8) days in advance of the meeting to the Planning & Zoning
Department at P&Z@cityofcaldwell.org to be included within the staff report. All comments received after the staff
report has been transmitted will be included in the case file and provided as late exhibits at the appropriate public
hearing.

Review of Proceedings
I. CONSENT CALENDAR:
1) ACTION ITEM: Approve minutes of the February 8, 2022 Planning and Zoning
Commission Meeting.
II. OLD BUSINESS:
1) ACTION ITEM: Case Number OA-21-04 (Removed from the agenda as per PZ Director):
A request by the Planning and Zoning Department adding a new Article 14 to Chapter 10, of the
Caldwell City Code, regarding the development of Multi-Family Housing.
2) ACTION ITEM: Case Number OA-21-06 (Removed from the agenda as per PZ Director):
A request by the Planning and Zoning Department adding a new Article 15 to Chapter 10, of the
Caldwell City Code, regarding the development of a Planned Unit Development (PUD).
III. NEW BUSINESS:
1) ACTION ITEM: Case Number CPM22-000001 ZON22-000001: Property R35892
(6.72 acres of 23.26 acres) located at 315 S. 43rd Street is currently zoned “C3” (10.84
acres) and “M1” (12.4 acres). Scannell Properties is requesting to increase the light
industrial area with a Comprehensive Plan Map Amendment from Commercial and
Services to Manufacturing and Production and a concurrent request for rezone from “C3”
(Service Commercial) to “M1” (Light Industrial) with a Development Agreement for
approximately 6.72 acres. The frontage property along Cleveland Blvd., approximately
4.12 acres, will remain “C3” (Service Commercial).
2) ACTION ITEM: Case Number AMD-22-01 Amending DA-20-02: A request by
Rennison Companies, Inc. to amend Development Agreement 20-02 (recorded as
instrument 2020-068453) for properties R35140 and R35142 (23.6 acres) as follows:
Article II Section 2.3 Planning-1. Standards and Amenities Requirements: items d.4%
minimum open space to 10% minimum qualifying open space and m. Platting is required
prior to construction of the multi-family component of the development modify to If
required, platting requirements shall be in conformance with Caldwell city code. The
rezone and the development agreement were originally approved in 2020. The proposed
mixed use project will include multi-family units and commercial business pads. The
subject properties are located at 520 N. 16th Avenue and 2505 Franklin Road, Caldwell,
ID.
IV. Adjournment.
Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City
Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date
certain” for when that case will be heard (typically on the next hearing agenda but not always). Additional
notices are not required and are NOT sent to property owners or posted on the site. Please check the
city’s website for agendas and updates or contact staff for the hearing date that the particular case is to be
heard.
Next Special Planning and Zoning Commission Meeting is on June 14, 2022. Any person needing
