HomeMy WebLinkAboutPZ Agenda 2-8-2022PUBLIC MEETING INFORMATION CITY OF CALDWELL Due to the COVID-19 pandemic, we invite interested parties to participate in public hearings either electronically or in person. If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely. The City of Caldwell follows the CDC guidelines to allow for distancing in the public meeting area and provide masks/hand sanitizer on site. Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed within the written notice. On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button on the center of the page. After registration, you will receive a confirmation email containing information about joining the virtual meeting. REGISTER HERE: https://www.cityofcaldwell.org Written comments must be received at least eight (8) days in advance of the meeting to the Planning & Zoning Department at P&Z@cityofcaldwell.org to be included within the staff report. All comments received after the staff report has been transmitted will be included in the case file and provided as late exhibits at the appropriate public hearing. CONSENT CALENDAR: 1) ACTION ITEM: Approve minutes of the December 14, 2021 Meeting. II. OLD BUSINESS: 1) ACTION ITEM: N/A III. NEW BUSINESS: 1) ACTION ITEM: Case Number SUB21-000040 (Continued to the March 22, 2022 Hearing Examiner Meeting): A request by Woodhaven Properties, Inc. for approval of a Preliminary Plat for Woodhaven Subdivision, a low density residential development, consisting of four (4) residential lots on 1.28 acres located on the northwest corner of Polk Street and N. Indiana Avenue, Caldwell, ID. 2) ACTION ITEM: Case Number SUB21-000038: A request by Becky Yzaguirre on behalf of by JUB Engineers, Inc. for a Preliminary Plat for Chestnut Heights Subdivision, a phased development, consisting of 206 single-family, low density residential, and 28 common lots. The subject property is currently zoned “R-1” (Low Density Residential. The subject properties are located on the corner of E Homedale Road and S Florida Avenue in Caldwell, Idaho. 3) ACTION ITEM: Case Number OA-21-07: A request by the Caldwell Planning and Zoning Department to adopt an amended zoning map and 2040 Comprehensive Plan land use map that supersedes and replaces the Official Caldwell Zoning Map (Bill 35 Ordinance 3292) and the 2040 Comprehensive Plan Land Use Map (Resolution 238-20) last updated and adopted on August 8, 2020 to reflect approvals of annexations/de- annexations, rezones and comprehensive plan map amendments that have occurred between January 1, 2020 and December 31, 2021. The zone boundary changes and Comprehensive Plan map amendments during this period were approved by City Council at respective public hearings held pursuant to the requirements of Idaho Code, Title 67, Chapter 65, Local Planning Act. IV. Adjournment. Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Please check the city’s website for agendas and updates or contact staff for the hearing date that the particular case is to be heard. Next Special Planning and Zoning Commission Meeting is on March 1, 2022. Any person needing special accommodations to participate in the meeting should contact the City Office at 208-455-3021 prior to the meeting.
