CITY OF CALDWELL
Due to the COVID-19 pandemic, we invite interested parties to participate in public hearings either electronically or
in person. If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange
participation remotely. The City of Caldwell follows the CDC guidelines to allow for distancing in the public
meeting area and provide masks/hand sanitizer on site.
Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During
the registration process, you will be asked what item on the agenda you wish to speak about. Please use the case
number as listed within the written notice.
On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public
meetings” button on the center of the page. After registration, you will receive a confirmation email containing
information about joining the virtual meeting. REGISTER HERE: https://www.cityofcaldwell.org
Written comments must be received at least eight (8) days in advance of the meeting to the Planning & Zoning
Department at P&Z@cityofcaldwell.org to be included within the staff report. All comments received after the staff
report has been transmitted will be included in the case file and provided as late exhibits at the appropriate public
hearing.

Review of Proceedings
I. CONSENT CALENDAR:
1) ACTION ITEM: Approve minutes of the November 16, 2021 Meeting.
II. OLD BUSINESS:
1) ACTION ITEM: Case Number OA-21-04 (Continued from November 16, 2021 and
Continued to the February 8, 2022 Planning & Zoning Commission Meeting): A
request by the Planning and Zoning Department adding a new Article 14 to Chapter 10,
of the Caldwell City Code, regarding the development of Multi-Family Housing.
2) ACTION ITEM: Case Number OA-21-06 (Continued from November 16, 2021 and
Continued to the February 8, 2022 Planning & Zoning Commission Meeting): A
request by the Planning and Zoning Department adding a new Article 15 to Chapter 10,
of the Caldwell City Code, regarding the development of a Planned Unit Development
(PUD).
3) ACTION ITEM: Case Number SUB21-000028: A request by Timberline Survey on
behalf of TVM Inc. for a Preliminary Plat for River Bluff Subdivision, consisting of 21
single-family low density residential lots. The subject property, R34795 (6.14 acres
more or less), is zoned “R-1” (Low Density Residential) is located north and east of
Mosaic School at 3121 Lincoln Road, Caldwell, ID.
III. NEW BUSINESS:
1) ACTION ITEM: Case Number SUP21-000017: A request by Dana Vance for a Special
Use Permit to replace existing sign and construct an Electronic Message Center as per
code 10-02-06: Sign Schedule, Section B. R-2, R-3, and C-1 districts. The location is in
an R-3 (Multifamily High Density Residential) zone on parcel R3572301200. The
property is located at 1803 E Ustick Road.
2) ACTION ITEM: Case Number ANN21-000017/SUB21-000043 (Continued to the
January 11, 2022 Hearing Examiner Meeting): A request for an annexation of R35228
(9.48 acres) zoned Low Density Residential and concurrently requesting approval of a
Preliminary Plat for Liberty Springs Subdivision, consisting of 26 single-family
residential lots with an average lot size of 10,526 sq. ft., 3 common lots, and 8.70% open
space. The subject property is located at 2902 Lincoln Street, Caldwell, ID.
IV. Adjournment.
Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City
Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date
certain” for when that case will be heard (typically on the next hearing agenda but not always). Additional
notices are not required and are NOT sent to property owners or posted on the site. Please check the
city’s website for agendas and updates or contact staff for the hearing date that the particular case is to be
heard.
Next Regular Planning and Zoning Commission Meeting is on February 8, 2022. Any person
