If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely. The City of Caldwell follows the CDC guidelines to allow for distancing in the public meeting area and provide masks/hand sanitizer on site. Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed within the written notice. On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button on the center of the page. After registration, you will receive a confirmation email containing information about joining the virtual meeting. CONSENT CALENDAR: 1) ACTION ITEM: Approve minutes of the August 26, 2021 Special Meeting. II. OLD BUSINESS: 1) ACTION ITEM: Case Number OA-21-04 (Continued from June 8, 2021 Planning and Zoning Meeting. Continued to December 16, 2021 Planning and Zoning Meeting): A request by the Planning and Zoning Department adding a new Article 14 to Chapter 10, of the Caldwell City Code, regarding the development of Multi-Family Housing. 2) ACTION ITEM: Case Number OA-21-06 (Continued from August 10, 2021 Planning and Zoning Meeting. Continued to December 16, 2021 Planning and Zoning Meeting): A request by the Planning and Zoning Department adding a new Article 15 to Chapter 10, of the Caldwell City Code, regarding the development of a Planned Unit Development (PUD). III. NEW BUSINESS: 1) ACTION ITEM: Case Number SUP-21-10 (Continued to the December 7, 2021 Hearing Examiner Meeting): A request by Jose Milanes for a Special Use Permit for outdoor automotive storage on 1.59 acres in a C-3 (Service Commercial) zone. The property is located at 5524 Laster Lane, Caldwell, ID, parcel R30923010. 2) ACTION ITEM: Case Number CMP21-000001/ZON21-000002 (Continued to the November 30, 2021 Hearing Examiner Meeting): A request by The Land Group to amend the 2040 Comprehensive Plan Map designation from Commercial & Service to Manufacturing and Production for parcel R35307, 17.61 acres, located at 4210 Hwy 20/26, Caldwell, Idaho. Concurrently a request for a Rezone of the subject parcel from C- 3 (Service Commercial) to the M-1 (Light Industrial) zone with a Development Agreement identifying specific uses from the C3 land use table that are compatible with the M1 zone for the purpose of maximizing allowed/permitted development opportunities. The subject property lies within the APO-2 Noise Abatement Zone. 3) ACTION ITEM: Case Number ANN21-000008/SUB21-000014: A request by NV5 on behalf of Theresa Wagers Revocable Family Trust for an Annexation with a zone designation of R2 (Medium Density Residential) of parcel R30970 (39.44 acres) and a Preliminary Plat for Wagers Acres Subdivision, a phased development, consisting of 107 single-family residential lots with an average lot size of 8669 sq. ft. and 11 common lots. The subject property is located on the southeast corner of Midway and E. Homedale Roads at 5202 Homedale Road in Caldwell, Idaho. 4) ACTION ITEM: Review and make recommendations as to the conformity of a proposed urban renewal plan with the general plan for the development of the City of Caldwell. 5) ACTION ITEM: Case Number OA-21-12: “Development Impact Fee Advisory Committee” Ordinance Amendment: A proposed ordinance amendment of chapter 10, article 09, section 10-09-07(6), of the Caldwell city code, pertaining to the frequency with which reports shall be prepared by the development impact fee administrator and presented to the Development Impact Fee Advisory Committee and City Council; amending chapter 10, article 09, section 10-09-11, of the Caldwell city code, pertaining to the formation and continuation of the “Development Impact Fee Advisory Committee”; providing an effective date; providing for severability; and repealing all ordinances, resolutions, orders and parts thereof, in conflict herewith and Chapter 11, Article 02, Section 11-02-02, of the Caldwell City Code, at Subsection (1)(C)(1) thereof, pertaining to the use of the proper name of a subdivision, as reflected on the recorded final plat. 6) ACTION ITEM: Case Number OA-21-13: The City of Caldwell Planning and Zoning department is proposing amendments to Chapter 11, Article 3, Chapter 11-03-02 of the Caldwell City Code, containing street and common driveway requirements for development in the City of Caldwell; and also amending Chapter 10, Article 3, Section 10-03-07, of the Caldwell City Code, pertaining to Planned Unit Development street requirements; providing for an effective date; providing for severability; and repealing all ordinances, resolutions, orders and parts thereof, in conflict herewith. IV. Adjournment. Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies and are not heard on the noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Please check the city’s website for agendas and updates or contact staff for the hearing date that the particular case is to be heard. Next Regular Planning and Zoning Commission Meeting is on December 14, 2021.
