III. NEW BUSINESS:
1) ACTION ITEM: Case Number OA-21-06 (Continued to a date to be determined): A
request by the Planning and Zoning Department adding a new article 16 to Chapter 10, of
the Caldwell City Code, regarding the development of a Planned Unit Development
(PUD).
2) ACTION ITEM: Case Number PUD21-000003/SUB21-000011 (Continued to
September 14, 2021 Hearing Examiner Meeting): A request by Toll Southwest LLC for
a Planned Unit Development, Passero Ridge Subdivision, on 104 acres in an “R1” (Low
Density Residential) zone. The proposed development includes 327 residential lots with a
minimum lot size of 4397 square feet and an average lot size of 8043 square feet. The
gross density of the project is 3.14 dwelling units per acre (DU/acre) with a net density of
5.42 DU/acre. The developer is proposing 11.7% qualifying useable open space and
many amenities within the plan. The subject property, parcel R32856, is located
approximately 915 feet north of the intersection of 10th Ave. and Orchard Ave.
intersection adjacent to Mallard Park, Caldwell, ID.
3) ACTION ITEM: Case Number VAR-21-02: Requesting a Variance for relief from the
Zoning Ordinance Street Requirements §11-03-02 (14) Common Driveways sections
B&C. Requesting to exceed the maximum length of 150 feet and to construct the
driveway with an all-weather surface. The property is located in an R-1 (Low Density
Residential) zone on parcel R34802011. The property is located at 2509 Lincoln Street.
4) ACTION ITEM: Case Number OA-21-09: A request by the Caldwell City Council to
amend CHAPTER 10, ARTICLE 1, SECTION 10-01-08, CHAPTER 10, ARTICLE 3,
SECTION 10-03-04, CHAPTER 10, ARTICLE 3, SECTION 10-01-07, CHAPTER 10,
ARTICLE 1, SECTION 11-02-03 to include the requirement of a fiscal analysis of the
city’s ability to provide Public Safety Services for annexations, special use permits,
planned unit development, and preliminary plat requests.
