Files and exhibits relative to this application are available for review in the Planning and Zoning Department, 621 Cleveland Blvd., as well as applicable public hearings. GENERAL FACTS APPLICANT: Tim Molnaray, Hayden Homes, 1406 N, Main St. Ste. 109, Meridian, lD A3642 1.1 1.2 LOCATI0N: Parcel R32721010 , Caldwell, ID PROPERTY OWNER: CW Heartleaf LLC, 8655 S. Priest Dr., Tempe, 42,85284. RE0UEST: The applicant is requesting final subdivision plat approval for ArrowleafSubdivision No. 2 consisting of49 residential lots and 5 common lots on 14.37 acres. The subdivision is located in an R-2 (Medium Density Residential) zone. APPLICABLE LEGAL STANDARDS City ofCaldwell Zoning Ordinance No. 1451, as amended City of Caldwell Comprehensive Plan tdaho Code, Title 67, Chapter 65, Local Planning Act City of Caldwell Subdivision Ordinance No. 2768, as amended f,NGINEERING DEPARTMENT STANDARD CONDITIONS OF APPROVAL The Engineering Department has reviewed the proposed final plat and provides the following comments regarding the project and the submitted final plat: 1. The following items must be completed before signing of the final plat. The water system is operational. The water system has been constructed, pressure tested and clean water samples have been received. b. All weather surfaces are in place. Compaction test and core sample results have been submitted, reviewed or approved for the roadways. c. Street signs have been installed. The l-rnal plat will not be signed, and no building permrts will be issued until this emergency requirement is complete. d. The sewer system is operalional. The sewer system has been constructed, pressure tested and l'ideo has been submitted and approved. lnterim as-builts have been approved. e. The pressure irrigation system within the public roadway is operational. The pressure irrigation system has been construcled and pressure tested. f. The storm drain system located within the public roadway is operational. The storm drain system has been constructed and passed a visual inspection by the City. lntenm as-builts have been approved. 2. Construction security, per City Code section I l-04-07, will have to be provided for those items which are not among the items listed above and not yet completed prior to signing ofthe hnal plat. The City has not agreed on a bond amount for those improvements not yet constructed. 3. The final plat drawing has been submitted to the City of Caldwell and has been reviewed but not yet approved. The final plat drarving will have to be done in accordance with City codes, policies, and ordinances prior to the City signing the final plat. 4. After signature and recordation ofthe final plat, the Engineering Department will process building permits per City Codel l-04-07(B); processing permits for 90 days, or until 5070 ofthe total building permrts ultimalely available fbr this phase of development have been issued, whichever occurs first. All remaining permits will be released lor processing upon t'inal completion of all required improvements, annexation and dedication. 5. In an effort to expedite the addressing process ofthe hnal plat, the Engineering Dept. requests an electronic copy in AutoCAD format be retumed with a revised full set bound copy of the final plat. CONDITIONS OF APPROVAL Applicant shall meet the platting requirements as set forth by City Code and in the preliminary plat approval for this final plat, and for any letters of credit required. Recorded mylars ofthe final plat shall be submitted to the Caldwell Engineering Department- One paper copy of the recorded mylar shall be submitted to the Caldwell Planning and Zoning Department. 5.1 <') 5.3 Case No. SUB21-000020 was reviewed by the Mayor and City Council on August L5,2021..
