Tom Ensley. Nathelle Oates, Art Honey, SylviaRobison, EiIl Gigray IIL ?eri Brandt and Dennis Crooks. The purpose of the meet ing was to conduct a tour and group fieldtrip of the historic survey area and to help in the selection ofthe final 25 historic si.te survey candidates. Margaret Langdonfrom the Canyon County Organization on Aging arranged fortransportation and provided use of the city's senior passenqer Van. The group toured the survey area and aliscussed various historicsites for approximately trro hours. Basecl on the discussion ofthe commlsslon, chairman Randolph indicated he would prepare a"final" llst of 25 sites and submit them to Dennis for d i str i but ion. As t here a.m. was no further business, the meetlno adtourned at ll !O0 The meet ing of March 6, 1990 was called to order in the City HalICouncil Chambers by Chairman Chuck Randolph at 5:O5 p.m. Presentwere: Nathelle Oates, Art Honey, Teri Brandt, Dennis Crooks, TomWheeler and Ken Swanson, State Museum Director. The main purpose of the meeti.ng was to welcome a short addressand discussion presented by Ken Sr.ranson reqarding the UnionPacif i.c Train Depot and the potential use of this facility as amuseum. Mr. Swanson provi.ded both a philosophical and pragmaticoverview of museum operations. Topics discussed included privatevs. Public collections, type of organizat ion/ownershlp, type ofdisplays, costs, security, fencj.ng and other itens. After this lntroductlon, a brlef tour and lnspect lon of the Traj.nDepot was performed. The group reconvened at the Counc j. Ichambers to discuss start-up costs, improvements and necessaryitens to comnence opening of such a facility to the publrc. TeriBrandt indlcated that she e,ou1d prepare detailed 11sts of thepossible extent of improvements needed for future drstribution tothe Commission membersh ip. A total of 14 ArchitecturalHistory Consultants Here sent material packets and invited toapply for the project research assignment for the City ofcaIdHel1. Flve responses have been received. Three consultantsindicated lnterest in doing the srork; t$ro consultants decl ined toappty due to current uork and schedule conflicts. Dennisindlcated that he would contlnue to accept responses until tlarch15. Chairman Crooks to Dennis indicated that the grant agreement betereen the City Caldwell and the State Historical Society had been signed by Mayor and returned to the state office. Chuck Randolph opened the meet j.ng by askingprovide an update on the grant application.Denn i s ofthe Dennis also indicated that the bid proposal and prolect descr j.pt ion documents had been sent to the Historical Society Office for their revie$, and approval as to form and content. Dennis indicated he had received some response and that a few minor revisions to the bid and pro]ect descript ion documents were necessary. The revisions were minor and were already accomplished and returned to the State Office and final approval was expected some t j.me next week. Louisa Cone then provided the Conmission wlth a brief overview of their groups' role and involvement in the Greenbelt project. She discussed the log cabin donation, the planned greenr"ray strol1 and the grant for hlstorical signs. Teri Brandt indicated thatshe $rould approach the sign company which manufactures the City'ssigns for cost est imates and other suggestions. Chairnan Randolph then lntroduced items of new business. TeriBrandt informed the Commission of her involvenent with theCollege of Idaho Centennery Comtnittee and the plans for a "Centennery BalI". She further indicated plans for the ball to have a historical theme and the need to obtain furniture, photos. clothings and other items of historrcal interest. Dr. Galley was suggested as a good contact person. Chuck Randolph then opened tbe meetrng for general discussion.Chuck indicated a need to expand the overall ob-lective ofE.3mmiB3icln's r6le and functi(]n regarding the Burvey Hork and toprovide a clear focus for identifying and performing the more ln-debth survey on the final 25 sites. He also identlfied the needto inform and involve property owners in the historicsignificance of their propert ies. Chuck Houchins then i.ntroduced the topic of possible tax relieffor historic propert ies i.nvolved i.n structure preservation andrehabilitation. Teri, Chuck Houchins and Sylvia Robison comnented someHhat further on this subject which led to a discussion of Uni.on Pacif lc Traj.n Depot. Both Teri and Cttuck Houchi.ns provided an update on the resource and possible use of the facility. Chairman Randolph then discussed the Stuennenberg assaslnationsite, citing it's historical significance and role in achievlngnotoriety for the City of CaIdHeIl in nunerous books andpublications. Chairman Randolph questioned if there were soneway to mark the locat ion rrlth a nonunent or some other form of approprlate ident if icat ion. A brief discussion and overviel, of theConnission b)r-larrs was given by Tom Ensley and Chairman Randolphand the need to mai ntai n a representat ive makeup on theConnission. It Trag agreed that someone with a legal background eroulal be beneficial to the group. After further discussion, itwas agreed that Chairman Randolph lrould contact BiIl Gigray andSylvia Robison to see if they $rere interested in serving on thecomDission. If interested, Dennis crooks rriIl, in turn. contactthe Hayor to conflrm these appolntments. A general dlscussion period followed. Chairnan Randolphlndlcated a concern rrlth respect to duplicatlon of hlstoricalslte survey work $rith other comnunity members and groups and reconnended contact and cooperative lnteraction uith othersources of historical information. AdditionalIy, concernsregardlng the need to refine and narrow site selection criterlawere reiterated. certain properties were identified that nayerarrant additional consideration as historic site candidates andincluded t{ashington School and the Sirnp}ot Apartments.
