The meeting of April 6, 1990' eJaE called to order in the
HaIl Council ChamberB by Chairman Chuck RandolPh at 7:Os

After an interlude to revlew the coneultant'e materialt
Gigray III made a motion that the consultants be ranked i

di6tributed and approved ae eubmitted.
Chairman Randolph began the meeting by welcoming new Comml6tion
member Bill Glgray III' With the con6€tnBut of the group' an
ovBrviEw of th€ Commission't goalsr objective6 and
accomplirhmentB Has deferred to the end of the agenda with thE
anticipation that Chairman Randolph might be ablE to increaee the
size of hie audience.
The next itBm on the agtnda involved the selection of a
consultant to perform the Pha6e I I survey. Dennis Crooks
provided a briEf summary of the application Process;' A total of
15 consultants were sent research designt and projEct outl ines
and invited to epply for thB Potiti6n. A total of three
applications werE filed. However, a numb€r of consultants
expre66ed intBre6t in the project but were not able to aPPIy due
to work and schedule conflicts. Copies of the appl ications and
regumet from the three interested consultants were di6tributed to
Commission members for a brief review.

The ,notion alEo included a provieion to provide 6ome flexibility
to enter into an agr€ement with the second and third ranked
candidate6 in the event the preferred, higher ranked candi dates
wtrEi, for Eome rGrasonr forced to decline. The motion wag
eeconded by Tom Ensley and was pasEed unanimouely by the
eornmiB6ion.

Denni6 Crooks follohred with a few questions concerning
arrangement of a meeting betwBBn the con6ultant and the
CommiE6ion. ThE Commi6sion indicated a willingness to set uP a
special mEeting for this purPo6e if nec€r€iEary. Denni6 also
indicated he brould follow-up and contact Ann Swanson and
Elizabeth Egleston of the State Hietoric Preservation Office.
o oThe next ite.n on the agenda waB thB Union Pacific Railroad Depot.A brief report and outl lne prepared by Teri Brandt wasdistributed and reviewed by the eommi6sion. Chairman Randolphprovi d€d a Eummary of the field trip to the depot and theprB6entation by Ken SHanEon, Etate MuBeum Dir€ctor.
After Eom€ diecueeion concernLng the facility, there did not
appBar a clear, definitive comrnunity responsEr in ter,n6 of how thedepot ehould be used. Furthermore, that the ure of the depot asa muGeum war at this time exploratory. There was al6o sorn€discussion concerning other pos6ible uses such as an art gaIlery,ttudlo and exhibit hall and a160 the possible relocation of thebuildlng to a more park-llke setti ng wh€re u6e and acceEiEi to thebuildlng would not be so restricted. The general consensus ofthe Commission was the building and use of the facility should beheld in abeyance until such time aa the rtght idea or concept on
how to beEt u6e the facility would surface. A downtown Etudy orthe RUDAT Btudy may revaal a more productive option for the uteof thie hietorical faci I ity and that the City Ehoul d notprematurely commit iteelf to a 6pecific uBe or location at thi6time. In the interim, however, the building 6hould be properly
maintained to prevent any further det€rloration.
The next item on the agenda concerned OId JefferBon Junior High
School. Chairman Randolph remi nded thB tromrni6Eion of the recenttour, the clean-up activity and the pBndi.ng deci6ion of the
Counci I r€garding the disposition of the property. There wardiEcu6sion about the ,fluIti-u6e potential of the facility forpark6 and recreation activitieE for adult and community educationprograrnB and a6 a cultural center +or thr community. Thepot6ibility o+ a Joint involvement between the City and theCaldwell Unified School District was aI60 di.scu6sed. The overal Iimpreesion of the property, itr location and the facilitirE wasrxtremely poeltive.
Chairman Randolph fol lowed with a brief discussion o+ thepotential urc| of consultant studieB. The queEtion of yihat to dowith the res€arch and how to publicize the material Ha6considrrBd. The City Iibrary, City HaIl, the Echocll districtcurrlculum, real eBtate organization, nelJBpaper and local
magaz ines were also cited as potential sourc€rE of distributlonfor the results of the Burvey aE; well a6 identifying andpublicizi,ng the historical rignificance and cultural heritage ofthe City of Caldwell.
Chairman Randolph concluded the meeting with an overview of theHistorlc Prerervation Eorn.nisrion'E dlrrctlon and accompllshmBntsover the paBt fBw year6. Included in this revi€w wBrr thrdowntown hi6toric district study and dE6ign review Etandard6preparBd by John BBrtram and also thB reBidential hiBtoricEurveyEi for both the north and EoLrth side of thB corB arear ofthe City.
