HISTORIC PRESERVATION COMMISSION II{INUTES
Meeting of January 3, 1991
The meeting of the Historic Preservation Commission of January 3,1.991 was called to order in the city Hall conference Room byVice-Chairman Tom Ens1ey at 7:OO p.m.

Minutes as distributed for the meeting of November l, 1990 wereunanimously approved as submitted.
The first item on the agenda involved oId business. DennisCrooks informed the Commisiion that letters inviting appticationsfor the 199L historic site survey were sent to the State HistoricPreservation office's approved Iist of consultants. A total of18 candidates were contacted and according to Dennis, a muchlarger percentage of the consultants were localIy based. A listof the consultants invited to apply was to be sent to each of theCommissioners.
Dennis then reminded the Commissionfor the study which is to begin oncompleted by the end of JuIy.

The next item on the agenda involved a d.iscussion concerning theselection process of the final sites to be surveyed. rt wasdecided that each Commissioner would independently review thestudy area (CleveIand Boulevard. between lOth Avenue and Ind.ianaAvenue) and choose approximately 20 to 25 sites for considerationat the next meeting. ft was indicated that a iist of previouslysurveyed sites would be sent to the Commissioners'
Dennis then informed the grroup of the fact that the Planningr andZoning Commission was scheduled. to meet on February 7 which would.confl ict with the Historic Preservation Commission's normalmeeting date. After some discussion, it was unanimously decidedthat the Historic Preservation Commission would next meet onJanuary 31, at 7:OO p.m. in the Council Conference Room.
The next item on the agenda involved the preparation of theHistoric component to the city's comprehensive P1an. Dennisbriefly outlined the projected time frame for completing thistask and was hopeful that the Planning and Zoning Commissioncould consider the item and rnake a recommendation Lo the CityCouncil sometime in February or early March. A preliminary draftcomponent was reviewed extensively by the group. Some changes inthe content and organization were suggested with Dennis directed.to make the chanqes and redistribute a revised draft to the
Commission members prior to the next meetlng. Also discussed wasthe need for identifying and mapping areas of historicsignificance. After some discussion, it was concluded by theCommission that areas of historic significance should encompassthe entire core area of the community and that the boundary

should be reflected as a soft or flexible boundary rather thanone that was rigid and site specific. Dennis indicated he wouldprepare a map to illustrate this area for added consideration atthe next meeting.
There was some added miscel laneous discussion on various topics
such as the status of the RUDAT study and OId Jefferson Jr. High
School.
With no further business, the meetinqr was adjourned awith the next meeting scheduled for January 31, 1991 ain the Council Conference Room.

The first item of business invoived the3, L991, meeting. Bill Gigray lII movedTom Ensley seconded the motion and theapproved as submitted.

The next item on the agrenda involved a review of the Historic
component to the City's Comprehensive Plan. There was discussionand consideration of minor revisions to the objectives sectionand also the implementation,/policies section of the component.Dennis Crooks indicated that the changes would be incorporatedinto the written document and redistributed to the Commission forreview at the next meeting.
The next item on the agenda was a review and update of the 1991grant appi ication. Dennis Crooks indi cated that only onepositive response had been received from the list of consultantsinvited to apply for the project.
Additional discussion occurred pertaining to the scope andobjective of the study and specifical ty whether intensiveresearch on the history of CIeveIand Boulevard was feasible.After some deliberation, it was the consensus of the Commissionto place the focus of the study on the survey of historic sites
and buildings and that research on Cleveland Boulevard should notbe emphasized. Also, it was indicated that the historicsignificance of Cleveland Boulevard was something that could bepursued independently by the Commission.
The Commission then began to discuss the selection process of thesites to be surveyed and criteria to be utilized. It was notedthat some of the residences h&d been physicatly altered which mayhave had an effect on the structure's architectural integrity.Aiso questioned, was whether architectural significance orhistoric significance should have priority when choosing surveycandidates Draft site I ists were then reviewed.
