MINUTES
Meeting of JuIy 9, 1992
Present: Chairman Chuck Randolph, Madeline Buckendorf, Carol Burbank, Elaine
Carpenter, Dennis Crooks, Bill Gigray III. Staff: Jim Bhzzard and Liz Yeary
The July 9, L992 meeting of the Historic Preservation Commission was called to order in
the City Hall Conference Room by Chairman Chuck Randolph at 7:0O p.m.
The minutes of the June 4, 7992, meeting were approved.
Chairman Randolph welcomed Deruris Crooks to the meeting and added two further items
to the agenda.
The Chairman referred to the information provided on Curtis Park, but indicated there
should also be a draft brochure prepared for the Chamber of Commerce, with the
cooperation of the Kiwanis Club. The information was given to Bill Schwind, Parks &
Recreation and has not resurfaced. Kent Marmon may have a copy of the text of the
proposed brochure. Ms. Yeary will research further.
The old walking tour information was discussed and reference was made to the variety of
material available at the Library. It was agreed to hold some of the Commissionls fall
meetings in the Idaho Room at the Library to review this material. Madeline Buckendorf
offered to review the material and see whether we could produce a new walking tour
brochure fairly speedily. Mr. Randolph refered to a slide tape tour and questioned its
current . Ms. Buckendorf will question the Atteburys on this and bring any information
to the next meeting.
The next item on the agenda concerned the Ciqt's request for a Doumtown llistoric District.
Bill Norman had come before the Historic Preservation Commission and wanted to do
something that would have a design review component and the purpose would be to keep
and,/or restore some of the design on buildings in the downtown core. It was felt that
Kingis is the only building which has changed unalterably and that the remainder are
salvageable.
Bill Gigray suggested that a series of public meetings be held requesting the cooperation
of the downtown merchants in proposing a downtown historic district, ascertaining their

wishes, and obtaining their input. Madeline Buckendorf questioned whether the merchants
were aware of the tax incentives for keeping and restoring old buildings and Mr. Gigray
suggested that this could be a focus of a town meeting, with an invited speaker to provide
information and answer questions, a very positive direction seeking the cooperation of
downtown to look for ways to revitalize.
Reference was made to existing state legislation to protect historic districts and the
minimum requirements and obligations of historic preservation commissions. Copies of the
design review and the ordinance are available and will be sent to Bill Gigray for his
opinion.
Dennis Crooks put forward the name of Don Watts, State of ldaho Historical Society, as
a possible speaker at a town forum, but the Commission might also look at attracting a
speaker from a community that has successfully revitalized a downtown district with such
a program. The Commission is unsure of what funding is available through the City to
attract speakers. Ms. Yeary will research any budget and bring it back to the next meeting.
Bill Gigray agreed to draft a motion concerning a historic district and bring it back to the
next meeting. [t was generally the consensus of the Corudssion t]at there needs to be
input from the Commission on downtown planning, that the Commission should take a
lead role in obtaining Council approval to proceed with such a discict and also obtain
input from other downtown groups. If a historic district seems feasible, the Historic
Preservation Commission is mandated by state law to take the lead.
The next item on the agenda was the proposal by the owners of the Acapulco Restaurant
to convert the Samtoga site to a parl.jng lot with a section of the site deeded to the City
for use as a small memorial park area. The Commission thought this was an excellent idea.
There was some discussion as to the exact location of a downtown historic district and the
general feeling was that both the old "north District" and the downtown district could be
considered as one historic district for the purposes of the public meeting.
Following this item, the Oregon Trail sip finding was discussed. Madeline Buckendorf
expressed the intention to gather necessary information from Ken Swanson at Idaho State
Historical Society on how to proceed with such requests. Ms. Yeary will also contact the
state for gu.idance. Larry Jones would have information on funding for the Oregon Trail.
Other sources would be the Governors Committee on the Oregon Trail, the Idaho
Transportation Department and the Idaho Humanities Council.
There followed discussion concerning the rezone of the area ftrom Dearborn to Grant and
13th Avenue to 20th Avenug based on the finding that the houses were constructed for
single family use and tlre neighborhood is very intact. Bill Gigray moved and Madeline
Buckendorf seconded a motion to forward a request to the Planning and Zoning
Commission for a comprehensive plan amendment and zone change from R-2 to R-1,
Medium Density Residential to Low Density Residential) of the subject area. All were in
favor.

Dennis Crook presented some insight into grant monies available tfuough the ldaho
Transportation Department under the new Federal Surface Transponation Act. 10% of the
funds available to Idaho are for enhancement. Most funding will probably go on to
existing roadway improvements unless other requests are submitted. The routes supported
would have to be state or federal highways. Such projects as the pocket park on Blaine
and Kimball could probably receive funding as it is an existing project. contacts for this
funding is Dave Amick or teroy Meyer at the State of Idaho Transportation Deparffnent.
Proposals should be accompanied by Council approval.
Another project might be entry beautification and Mr. Blizzard will discuss with Teri Ottens
as to how this is progressing. A further suggestion is the l0tVcleveland,/college corridor
for upgrading sidewalla and tree planting.
Other sources of funding are the Congestion Mitigation Air Quality funds which can be
used for such items as greenbelt improvement, wallrjng routes to and from schools etc.
The deadline for 1993 funding is abour a month away. Mr. Blizzard will discuss with Teri
plans to apply for these funds.
The Chairman reported that he had discussed the ongoing historical sunzey with susan
Stacey and that she will be ready to present her final reporr at the August meeting. She
has survey 11 residential sites, one of which, the "Martin" house she had been allowed
access inside and discovered several very interesting features. 321 Blaine, the late addition
to the survey, was also proving very interesting.
Ms. Stacey, in her opinion, as a result of the two studies she has conducted for Caldwell,
sces an increased reasoning for a corridor study of the Cleveland,zBlaine area, discovering
why houses were moved, the comparison of lifesryles between the two thoroughfares and
typical occupations.
Ms. Stacey will be meeting with Mrs. Herda concerning nomination for her home at l22Z
Cleveland.
There being no further business, the meeting adjourned at 9:OO p.m.
