MINUTES
Meeting of. Nlay 27, 7993
Present: Chair Madeline Buckendorf, Carol Burbank, Bill Gigray III, Vivian McKay.
Absent: Tom Ensley, Elaine Leppert, Steve Maughan; Staff: Dennis Croola, Liz Yeary
The May 27, 1993 meeting of the Historic Preseration Commission was called to order
in the City Council Conference Room at 7:00 p.m.
The Minutes of the meeting of April 22 werc approved as submitred.
The first item on the agenda was the Downtown Historic Disuict study. Bill Gigray was
interested in hearing what information Lewiston and Nampa have to contribute. However,
Madeline was concemed that some of the downtown people felt the Preservation
Commission were urying to push something on them they do not want. Vivian agreed with
this and did not feel such a meeting would be supported at this time. John Pilote was
invited to the Historic Preservation Commission meeting but was unable to attend. He did
express to Dennis that he did not feel the downtown people were interested in pursuing
a historic district at this time.
Madeline felt that if it appeared the downtown were not supportive of the historic district
then that should be taken into consideration when making a final decision. However, Bill
Gigray asserted that as the study phase of the project we need to finalize things with the
other two meetings.
After some further discussion Madeline suggested one or two businesses be approached
directly that might be taken on as projects to be refurbished and upgraded so that other
merchants can see what can be done. The prospective projects would be strictly voluntary.
After further discussion, it was decided to conclude the investigation into the feasibility of
a downtown district with one final workshop session. It was agreed to invite Nampa to
share their experience at the September meeting. It was emphasized that more people
might come to the meeting if there are speakers and visual aids as part of the presentation.

Madeline asked everyone to consider two projects which might be undertaken and bring
their ideas to the next meeting. Also at that meeting, a list of downtown merchants and
properry owners would be provided.
Bill Gigray offered a motion to invite Nampa to the September meeting which passed
unanimously. Dennis Crooks reported interest in forming a local historic district in the old
north historic district. Kat}leen Stewart of 904 Belmont has offered to help and reports
others are interested. Perhaps she might be invited to one of the summer meetings.
The next item of business was the walking tour brochure. Madeline reported that Susan
has done a lot of work on the brochure and will be invited to the June meeting to show
us her progress.
Regarding the Oregon Trail celebration, the map is now with Carpenter Screen Printing for
artwork. The barbecue is included in the national advertising and quilters and a
flintnapper are part of the educational exhibits to be presented. It was generally felt that
the work of the Commission with the celebration was now complete and anything else
should be promoted by the Chamber of Commerce.
In discussing the historic component of the Comprehensive Plan, it was agreed to table this
item to the next meeting to give everyone an opportunity to review and discuss.
Under new business, Madeline reported that Leadership Caldwell had approached her
requesting input in what historic items and names should be included in the downtown
plaza park at Blafure and Kimball. It was suggested that Marva Don Card be invited to the
June meeting to give the Commission information on what is happening with the exhibit.
With no further discussion the meeting adjoumed at 9:30 p.m.
The Caldwell Historic Preservation Commissioris next regularly scheduled meeting is June
24 at 7:OO p.m. in the Council Conference Room at City Hall.
