Staff Dennis Crooks, Liz Yeary The March 18, 1993 meeting of the Historic Preservation Commission was called to order in the City Hall Break Room ar 12:00 noon. The Minutes of the meeting of February 4 and the Minutes of the meeting of March 2 were approved as submitted. The next item on the agenda was the appointrnent of a historic consultant to prepare a walking tour brochure of the residential neighborhood between the School District ofEce and tfie College. Sta-ff reported that on January 28, L993, a letter was sent to nine historians listed by the ldaho State Historical Society, together with pertinent information on the proposed brochure requesting applications. Susan Stacy was the sole applicant. Members had received a copy of Susan Staqy's resume and supporting documentation. Elaine trppert offered a motion to approve the appointment of Susan Stacy based on the following findings: There was only one applicant for the position. The Historic Preservation Commission is interested in the use of traditional Planning and Zoning techniques such as zoning and the Comprehensive Plan as a means to aid historic preservation. Susan's background and experience as a City Planner provided a perspective and advantage over other candidates. For the past two years Susan served as a historic consultant to the City and performed extensive site survey work in the area. Her experience and familiarity with the historic sites in the area makes her the logical candidate to complete and finish this study through preparation of the walking tour brochure. MNUTES - HISTORIC PRESERVATION COMMSSION March 18, 1993 - P.1 o o . Susan has had extensive experience in preparing and writing brochures in the past on a variety of topics. Samples of past work were reviewed and examined by the Commission and determined to be of excellent quality. Carol Burbank seconded the motion which passed unanimously. The Commission felt that the staff, the Chair and the consultant could come to an agreement informally as to which approach would best provide the appropriate work method. The Commission then moved en 1s disssss arrangements for the Oregon Sesquicenterurial Wagon Train visit to Caldwell over July 26 and27,1993. The train leaves Boise at 9:00 a.m. and is expected in Caldwell by early afternoon of July 26. After Caldwell it is scheduled to move on to Parma. Madeline reported that it had been arranged for the wagons to be placed in the Rodeo Grounds, and the horses in the accompanying stable area. Associated barbecue and educational type displays would be in the Stadium which has an adjoining gate to the Rodeo grounds. Everyone agreed that this is an excellent opportunity to advertise itself. Dennis Hardziej offered to contact other locations that are hosting the wagon train to ascertain what activities are being planned. A speaker system will have to be provided for the rodeo arena, although there is already a system for the stadium. Madeline felt that the celebration is both cultural and educational and if information could be available it should address those features, i.e. history of the local area, history of the trial and Caldwell history. Alma has contacted the Old Time Fiddlers and the Cloggers to entertain and will see if the native dancers who are appearing in the Caldwell Night Rodeo later in the week will be able to participate, but this is doubtfi.rl. Elaine Leppert will help Madeline try and find some people to demonstrate old time crafts. Steve Maughan and Chuck Randolph will look after some educational events such as interpretive exhibits. It would be appropriate to provide tours to the Ward Massacre site, Cunis Park, the Crossing and where the memorials are. Fifteen minute presentations on local history by people such as Don Shannon and lorene Thurston might be appropriate. Chuck asked if some of the trees near the fuver crossing location might be trimmed back to exPose the wagon ruts. It was suggested that a Flea Market be held downtown. The Boy Scouts will help with clean up etc at the Wagon Train site. The Bureau of Land Management has offered to provide signing but it is not clear how much will be done. Alma will ask the Sign Shop to produce some signs and there need to be signs downtown. Madeline will check with Larry Jones to see what Middleton are doing as part of the celebration. The question was asked as to what the State of Oregon might be willing to provide in the way of signage since this event is providing plenty of publicity for Oregon. The wagon train will be accompanied by trail historians. MNU'IES - HISTORIC PRESERVATION COMMSSION March 18, 7993 - P.2 oa The possibility of producing a map was discussed. Dennis Crooks felt we should be able to produce a small map, with a schematic of the city, showing various points of interest and distribute in large amounts. Madeline, Chuck and Elaine will see what they can come up with. Elaine Carpenter said she could provide an artist to do the artwork. Dennis Hardziej of the Chamber of Commerce had also received notification of another wagon train coming through over September 7. Since the meeting, L^arry Jones notified Madeline that the S€ptmb€r Wagon Train is not spoDsored by wyoming but is a private for profit enterprise. No details are available. For those interested in the Oregon Trail Wagon Train visit to Caldwell, it was agreed to meet on Thursday, April 8 at 12 noon at O'Connor to tour the facility and see what is available. Among those to be invited are: Don Hardenbroo\ Jim Oates, Lorene Thurstorq Don Sharrnon, LeAnn Simmons. With no further business the meeting concluded at 1..0O p.m. The Caldwell Historic Preservation Commission s next regularly scheduled meeting is April 22 at 7:OO p.m. in the Council Conference Room at City Hall.
