The December 9, 1993 meeting of the Historic Preservation Commission was called to orderil the City Council Conference Room at 7:05 p.m.
The Minutes of the meeting of October 28, 1993 were approved as submitted with motion
from Elafure t eppert, seconded by Steve Maughan.
The first item on the agenda was the selection of properties for the FY94 Site Suwey hoject
of the Arlirgton Addition. After discussion concemiflg the criteria for selection, the
following siles were chosen:

Motion was made by Steve Maughan and seconded by Carol Burbank to send out a request
for proposals to historians as quickly as possible since we have been advised by the State
Hisoric Preservation Office that there are less historians available to carry out tesearch
projects and those that are submiued earliest will probably get first choice. The motion
passed unanimously.
The next item for review was the Draft Report on the Downtown Hisloric Dislrict meetings.
The general consensus was the report should be more specific, highlighting the use of the
model block concept to illusrate how sidewalk and storeftont renovation could work and
provide the impetus for energy to expand downtown. Other areas include the need for
beautification, the importance of a Downtown Merchans' Association, the hiring of
professionals to provide publicity, and maintain coordination, which takes the burden off the
merchants. Bill Gigray cited Title 50, Page 26, Business Improvement Districts, as a code
worthy of exrmination, the use of BIDS to make a plan and the use of LIDs for physical
improvements. The Report should address what Pocatello and Nampa have done, with
energy, ingenuity and conunitment and show ttnt this can be done in C-aldwell. The
Downtown Merchantd Association was able to coordinate events to attract people downtown.
Some used public money as seed money to get things started. Bill also cited the Boise
presentation which showed a physical identity of the community. Both Pocatello and Nampa
gave statistics that revealed an increase in the occupancy rate which were very striking.
In order to present a good repon to C-ouncil, it was suggested that slides be used showing
how the historic theme has worked and helped in other cities. It is important to note t}at
Nampa felt C-aldwell had more historic buildings. It appears that a historical architechual
theme has been successful when done tastefirlly.
It was agreed to compile everyone's comments and come back in January to get a final report
together. There was a consensus that it would be profitable to meet with the Council in a
workshop session to discuss the whole downtown issue.
There was discussion conceming the need for a downtown Master Plan that would address a
variety of issues such as sidewalks, infrastructure improvements, trafEc, circulation, parking,
landscaping, lighting, architecture, design etc. which tlre Cormrission felt they could support
as a means to help to revitalize the downtown.
Once a plan is developed a historic district can be fashioned very flexibly to ensure some
sability of the plan, once it is adopted. tlaving a plan in place shows conurritment. The plan
provides security for people to invesl in their properties. Major trafEc pattems in Caldwell
have changed for the future since it was built. We need to look at those traffic pattems to
see that when we plan the downtown we need to point ourselves to the new patt€ms.
Physically downtown has not really changed since the couplet was developed.
Madeline Buckendorf arurounced she will not seek another teml on the Conurrission, due to
potential conflicts of interest.
Bitl Gigray then left the meeting due to another obligation.

The last item of discussion was potential use of budgeted monies for 1994 projects. It was
agreed tlnt something should be done which would be visible and a positive addition to the
community. Some suggestions were: improvements to the Saratoga Parking Lot, the
passageway in the former Cirurron Building area, historic street lights, etc.
The highest visibility project seems to be the parking lot because of its location. The
sidewalk could be reconshucted along with the additional street tre€s and other design
features to complement the historic monument at the cornet. It was agreed to encoruage
other suggestions, and to discuss this item in more detail at a future meetirg.
With no fiuther discussion, the meeting was adjoumed at 8:45 p.m. The next regularly
scheduled meeting of the Conunission will be Januuy 27,1994.
