Meeting of July 28, 194
Present: Steve Maughan, Chairman; Carol Burbanlq Elaine C-arpenter, Tom Ensley, Bill
Gigray Itr, Elaine t eppert, Roy Payne. Stalf: Dennis Crooks, Liz Yeary; Absent: Vivian
McKay.
The July 28, 1994 meeting of the Hisoric Preservation Comrrrission was called to order in the
Caldwell City Library Cornnunity Room at 7:00 p.m. Bill Gigmy offered a Motion to
approve the Minutes of the April meeting and the July 12 meeting. Roy Payne seconded the
Motion which passed unanimously.
Tom Ensley explained that he had to leave at 8:00 p.m. for another commiEnent and would
appreciate being able to move the item 5A) Community Enhancement Project - Czldwell
Depot Lighting to the fust item on the agenda. I a do4
Tom stated tlat he had discussed the project *im *}Ifffutil;;"qil*"ffconstruction
lighting projects. It would be possible to insall ground-mounted vandalproof lighting,
presuming the surface is adequate, for an approximate total of $3500.00 in general
conformance with the illustration on Exhibit "A". Soffet lighting under the eaves of the
building was considered by the architect but in his opinion would not be appropdate because
of the building design and location. The Commission also discussed a landscape buffer in
front of the building to soften and disguise the lighting fixtures. The consensus was t}at this
would be a worthwhile enhancement project, particularly in view of the sidewalk
improvement construction, and a very visible project in terrns of community appreciation.
There was discussion over rnakfurg this a two year project, applying half the funds this budgetyeil and the second half of the hmds in October to landscape and illuminate the Depot.
Elaine Carpenter thought this was more viable than the photographic display project, because
of visibility in the conrmunity.
Elaine L,eppert offered a Motion to approve this project. Roy Payne seconded the Motion
which passed unanimously. Dennis teminded the Commission that any enhancement project
and any expenditure ftom this firnd has to be approved by City Council. Deruris agreed to
have this placed on the City C.ouncil agenda for Augusl 15, 1994, or other appropriate date,

and suggesed that a Conunission member also be in attendance to present the item to
Council. Tom will get together with Dennis to plan this.
Bill Gigray discussed his contacts with Bill crooKram conceming a potential photographic
display. Bill Crookham had suggested Kim Williams or Paul Smith of Custom l,ab and Dan
Kolsky, an expert in black and white photograph enhancement. The C-ommission discussed
the possibility of finding businesses and individuals to sponsor such a display, with
photographs being sought from the community for inclusion.
The next item on the agenda was approval of the FY1994 Grant report by historic consultant,
Susan Stacy, on the Arlington Addition. The commission commented on the excellent report
content, suggesting only that Liz obtain a copy of the disk and change the font to rnatch the
individual official forms. The Commission felt that the consultant had produced a really fine
product.
carol Burbank offered a Motion to accept the report with minor modifications. Bill Gigray
seconded the Motion which passed unanimously.
The next item for discussion was a potential grant application for 1995. Dennis stated that in
talking with Arur Swanson, at the state Historic Preservation office, it was suggesed that the
function of a project is to pubtcize the work that has been carried out over the last several
years. Both a suggested walking tour of downtown and a public infomration workshop would
serve this goal. The public information workshop would potentially be hosted by an architect
lnowledgeable in historic preservation and with an ability to undersland and offer solutions to
problems associated with historic or older homes.
The Commission expressed doubt t}at a walking tour downtown would be reasonable until
the downtown has completed its appearance renovations.
The Commission did corsider the public infomration project something that would be
welcomed in the community, particularly in view of the strong interest shown by the caldwell
Board of Realtors to presentations conceming historic buildings given by Tom Ensley and
Susan Stacy.
carol Burbank offered a Motion to approve the public infomration workshop. Elaine kppert
seconded the Motion which passed unanimously.
A draft grant proposal will be submitted to the Commission at its August 25 meeting for
approval and forwarding to the State office.
Elaine Leppert produced a slide presentation of early photographs of caldwell which might be
put into a photographic display.

With no firther business, the meeting adjoumed at 9:00 p.rr. The next rcgular meeting will
be at the C:ldwell Public Ubrary Comrrunity Room at 7:fi) p-uu on August 25, 1994. It was
agreed by the Comrnission, with Motion prcmoted by Bill Gigray and seconded by Elaine
trppert, tlnt futule Historic heservation Commission meetings will be held at the Caldwell
Public Library unless there is a date conflict in which case the meeting would revert to City
Hall.
